Position Summary
Reporting to the Project Director, the Railway Construction Manager -- Major Projects is responsible for the operational and financial performance of the projects and contracts entrusted to him/her and ensures representation and participation in meetings with clients and other parties. The Manager will oversee and coordinate all operational activities during the submission, development, planning, execution and closing phases of major construction projects, including alternative project delivery (APD) processes. This position will manage and support project teams to achieve operational excellence, quality and financial performance.
Primary/Essential Responsibilities and Duties
- Lead and supervise all stages of project development (design, feasibility, schedule, budget) until completion, to ensure that everything progresses according to the contracts.
- Work with consulting engineers to ensure efficient and compliant design.
- Implement construction plans, schedules, monitoring reports, resource requirements, etc.
- Go into the field to fully understand the work sites.
- Check that all the necessary documents are up to date and validated.
- Ensure that work can begin as planned.
- Identify potential barriers to installation and seek solutions.
- Find alternative work areas if necessary.
- Check that materials are available.
- Ensure that resources and equipment are in place and plan for needs for the coming months.
- Compare the site requirements with the work plan.
- Identify additional resource needs or possible concerns in the field.
- See which subcontractors are needed and make sure they are ready, with the right documents and instructions.
- Ensure that subcontractors comply with project expectations and rules.
- Track their progress and deliverable.
- Ensure that everyone follows the health and safety rules on the site.
- Participate in other tasks related to the smooth running of projects, as required.
Required Skills and Qualifications
- Degree in civil engineering, mechanical engineering, or similar field
- At least 10 years of track construction experience, including at least 5 years as a construction manager
- Ability to read and interpret design plans and technical specifications
- Experience in major projects carried out using alternative project delivery methods
- Experience in supervising design, planning (schedule and budget), constructability analysis and support for construction activities (on-site experience required)
- Excellent knowledge of local building laws, planning technologies, methods and techniques
- Ability to effectively train, mentor and lead junior staff
- Ability to manage multiple priorities at once and meet deadlines
- Strong problem-solving skills
- Excellent oral and written communication, in French and English
- Ability to clearly present key information and data
- Proficient in tools such as Microsoft Office, planning, cost tracking and budgeting software

- Speaks, reads, writes, and frequently uses a computer keyboard
- May require standing, walking, lifting, bending or bending occasionally
