Job Summary Duties \& Responsibilities

Develops strategies to manage soil inventory, including options for removal of excess inventory and handling of impacted soils.
Conducts siting and operating studies and environmental investigations, including preparing reports and making recommendations.
Manages the planning, design, and construction of soils handling capital projects within the City of Saskatoon. Prepares technical charters and projects plans that follow project management best practices.
Coordinates with internal civic departments, regulatory agencies, and utility companies on the planning, design, and approval of construction projects.
Prepares preliminary and detailed cost estimates for budgeting and approvals.
Coordinates with an internal project team consisting of survey, drafting, and engineering technicians to develop detailed construction drawings, material selections, technical specifications, contracts, and procurement documents.
Reviews contractor quotes or proposals for compliance with specifications, schedules, and budgets.
Manages contractors to confirm projects are following the contract standards, specifications, and regulations while also ensuring delivery within the project budget and schedule.
Ensures constant and effective communication between all project stakeholders including civic staff, contractors, regulators, the public, and municipal politicians as required.
Performs regular on-site quality and safety audits throughout construction.
Provides detailed status reports on project finances, schedules, quality assurance, and compliance with Occupational Health and Safety requirements.
Investigates, evaluates, and recommends new or alternate technology or construction methodologies.
Assists with internal process improvement initiatives as required.
Supervises and trains technical support staff. Develops standard operating procedures and works with operations staff to implement them.
Performs other related duties as assigned.

Qualifications

Degree in civil, environmental or geotechnical engineering.
Four to six years' progressively responsible engineering experience in design and construction in the environmental or geotechnical field.
Registered as a Professional Engineer by the Association of Professional Engineers and Geoscientists of Saskatchewan.
Possession of a valid Saskatchewan Class 5 Driver's Licence.
Current driver's abstract from SGI demonstrating a safe driving record.
A vehicle suitable for use in the performance of duties is required
Ability to analyze, evaluate, and prepare a wide variety of reports, plans and specifications.
Ability to lead, manage and participate in all phases of engineering projects.
Ability to communicate effectively, orally and in writing.
Ability to establish and maintain effective working relationships with staff, contractors and the public.
Ability to plan, direct and supervise the work of support staff.
Skill in the operation of a computer with word-processing and spreadsheet software.
A background in construction management is considered an asset.
