Supports the development, procurement, and project management of the approved CAPEX and OPEX plans of work (e.g. state of good repair, capital and operating project portfolios) as defined in the CAPEX and OPEX investment plans for the RT business unit to assures the realization of planned outcomes and benefits against budgets, based on the relevant project charter, masterplans, business cases.

Develops in-house maintenance procedures for new equipment / technologies and standard operating procedures with input from Rail Fleet Maintenance and System Safety

Develops, leads and represents the asset lifecycle management discipline for the planning, delivery, acceptance and handover of the asset class base from capital delivery to operations in close collaboration with asset class technical and engineering experts, internal and external stakeholders, agency divisions and commercial and delivery teams.

Manages resources by reviewing major drawings for maintainability and component renewal

Negotiates any new equipment Original Equipment Manufacturer (OEM) upgrade programs to meet contract performance requirements in conjunction with the Senior Project Officer

Provides expertise and direction in the investigation and analysis of serious, systemic, or safety related equipment or design failures of new equipment and develops corrective actions

Participates in assessment of adequacy of spare parts, maintenance procedures, and training needs for new and upgraded equipment designs

Plans, organizes, and directs staff in the preparation of specifications, tendering, off site source inspection, final testing, and the commissioning of rolling stock for rail service expansion (GO Expansion Program)

Provides input to the five-year and ten-year capital equipment plans and overseas budgets

Demonstrated experience in project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance

Demonstrated experience with vendor management to manage development and delivery of externally provided products and services

Demonstrated experience in asset management, or related, engineering disciplines or a combination of planning, design, build, operations, and maintenance of comparable transit systems

Completion of a degree in Engineering, or a related discipline - or a combination of education, training and experience deemed equivalent

Certifications or Designations: Asset Management, P.Eng, designation or C.E.T. certification will be an asset Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services (e.g. Transport Canada (TC), Federal Railway Administration (FRA), American Association of Railways (AAR), American Public Transportation Association (APTA), Transport Canada), Ontario provincial and municipal standards and best practices, building codes, contracts, and environmental legislation) is required.
