Lead the planning, development and implementation of CPG's contract management systems, standards and operational procedures to ensure the successful outcomes and value for money objectives of the organization's large and complex capital infrastructure initiatives.

Develop and execute the overall CPG strategy for contract administration and management and align with strategic and operational plans for the division.

Define and validate client capital project requirements (including preparation of feasibility studies and cost analyses as required) and recommend procurement strategies consistent with overall strategic goals of the Division.

Author and lead the review and analysis of the Division's highly complex Capital Project tenders and contract documents to ensure that the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of Metrolinx.

Manage complex contractual claims and lead the management, analysis (e.g. change orders, errors and omissions, negligence evaluation) and resolution of disputes including advising senior management on strategies and negotiating with vendors on behalf of the Division.

Interact with senior staff from internal and external stakeholders with respect to claims, dispute resolution, etc. including Procurement, Legal, external claims and legal consultants, contractors, consultants, Ministry of Transportation, Ontario (MTO), Infrastructure Ontario (IO) and rail agencies (CN, CP).

Lead the management and negotiation of contractual claims with vendors.

Advise senior management on contract management and claims mitigation strategies.

Manage a team performing related tasks and manages additional consulting resources as required to support the integrated team.

Completion of a degree in, Civil Engineering, Contract/Construction Law, or a related discipline - or a combination of education, training and experience deemed equivalent.

Demonstrated experience managing the administration of large multi-billion dollar construction contractual agreements and teams, ideally for an owner/public sector agency involving large-scale infrastructure/transit projects.

Knowledge of construction contract administration and claims management techniques and practices in a large multi project complex construction and infrastructure environment.

Skilled in the development and communication of internal contract administration policies, procedures and best practices.

Experience in the interpretation of contract law, and Ontario legislation (e.g. Construction Lien Act, Professional Engineers Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statues and proceedings).

Experience in using contract administration systems, such as Primavera Contract Manager and Oracle Unifier.

Management and leadership skills to manage departmental staff and lead projects and motivate a team of contract administration specialists.
