Location: Bluewater District School Board (BWDSB), Education CentreCommencing: As soon as possiblePermanent: 35 hours per week, 12-month positionSalary: $108,785 - $127,265Position Description:Reporting to the Manager of Plant Services, the Assistant Manager of Plant Services, Capital Projects will be responsible for overseeing the full-cycle of construction projects from reviewing working engineering drawings, verifying specifications and bid documents for BWDSB compliance, ensuring completion of capital, renovation and renewal projects, through to the end of the guarantee period on time and within budget. The Assistant Manager of Plant Services, Capital Projects will consult on construction bids and recommend changes to or acceptance of working drawings and specifications for assigned projects. Additionally, the successful candidate will monitor the performance of architects, consultants and contractors to ensure adherence to standards and regulations and confidently make on-the-spot decisions, as required.
In a multi-partner environment, the Assistant Manager of Plant Services, Capital Projects will liaise with contractors, consultants, architects, government officials, school principals and other Board staff to collect and share project information. The successful candidate will ensure proper management of hazardous materials and promoting environmental and worker health and safety. Duties and Responsibilities:
- Act as the primary department contact and assist with the board's long term capital planning and accommodation needs;
- Provide department input into long range student population projections for budgetary purposes;
- Develop, recommend and implement all long-range facility renewal and capital projects based on projections and accommodation recommendations;
- Prepare and submit required business cases for any associated capital grants, and as required for capital funding to support capital needs or accommodation recommendations;
- Liaise with the Ministry capital priorities branch;
- Work with Financial Services to develop the preliminary building service programs responsive to system needs within the approved budget;
- Lead the development and execution of building service programs responsive to system needs within the approved budget;
- Define the scope of work, system priorities and make project recommendations within the approved capital, facility renewal and maintenance budgets;
- Oversee and assist with the annual inspection of all facilities to prioritize building service projects;
- Direct and supervise consultants and contractors to complete approved capital, facility renewal and curriculum support projects;
- Understand working relationships within a unionized environment;
- Prepare statements and reports as required by the Ministry of Education, Board or other authorities on matters related to responsibilities;
- Oversee the maintenance and updating of VFA and ECIS databases;
- Understand and abide by Board procurement and disposal procedures;
- Be responsive to system needs through open communication with all board personnel and partners;
- Provide leadership in the board's compliance with Accessibility for Ontarians with Disabilities Act (AODA; and
- Other duties as assigned.
Qualifications and Experience:
- Post-secondary degree or diploma in engineering, architecture or project management
- A minimum ten (10) years of related experience in progressively responsible positions and a working knowledge of all related trade disciplines and in institutional or commercial buildings.
A minimum of five (5) years' experience in project managementEquivalent combination of education or experienceAssets:
- Excellent skills in managing several, concurrent new construction and building renovation projects, with hands-on project management experience being essential.
- Knowledge of Building codes, engineering standards and practices, health and safety legislation, accessibility, and Ministry of Labour standards.
- Excellent technical, presentation and communication skills, both written and verbal.
- Demonstrated coordination, project management, initiative, decision-making, problem-solving and conflict resolution skills.
- Excellent budget management, organizational and analytical skills and attention to detail.
- Strong Microsoft Office computer skills.
- A valid driver's license and access to a reliable vehicle.
- Exceptional interpersonal skills and ability to use discretion and tact to recognize and support diversity in schools and the workplace.
