University Planning, Design and Construction provides the University with support through the following key services: University Planning, Project Management, Design & Engineering and Project Development & Controls. The team is responsible for campus master planning, space allocation, design & engineering services, costing, and all construction and renovation projects.
Your opportunity:
Working full time at the Project Management office and project sites, the Construction Technician, (CT) operates under the general direction of an Associate Director (AD) and works to support assigned Project Managers (PMs). The Construction Technician undertakes components of construction and renovation projects on all campuses at the University of Toronto, monitoring contractor performance, schedule, costs, staffing levels, safety and quality control. The Construction Technician is assigned to assist Project Managers on large scale new build or significant renovation projects that include, but are not limited to: labs, office renovations with single department/group occupants, teaching facilities, student services, various renovations within heritage buildings which require City and UofT Planning involvement as well as heritage or other consultants, electrical service upgrades to several buildings, and code upgrades in multiple buildings. Responsibilities within projects may include, but are not limited to, arranging service and utility shut downs for discrete areas, full buildings or geographical areas by liaising with UofT and external providers, coordinating occupancy, regular site attendance to review progress arranging for the completion of construction deficiencies, and final close-out of the project (financial and administrative). The Construction Technician, at the request of the PM, and upon approval of the AD, may be required to act for the PM in a limited capacity or under specific circumstances.
The Construction Technician will have a breadth of knowledge gained by their experience and a diploma in an engineering or architectural discipline, providing the incumbent strong technical knowledge and understanding of architectural structures, buildings, mechanical and electrical systems and related design drawings. They must exercise sound judgement and initiative. The incumbent works with the PM to arrange correspondence, coordinate meetings and follow-up activities. Decisions having an impact on project budget, schedule or quality, are referred to the PM. This position will require travel between University Campuses and/or to consultant/supplier offices. A valid Ontario Class ‘G’ driver’s license and access to a vehicle is required. We will consider applicants with an Advanced College Diploma (3 years) in a construction related engineering or architecture discipline or acceptable combination of equivalent experience.
Your responsibilities will include:
- Analysing existing site conditions to determine potential risks
- Drafting Requests for Proposals for small scope consultancy services
- Performing a technical comparison of design documents and mechanical/electrical elements of buildings for consistency and compatibility
- Coordinating the review of design documents by University stakeholders
- Monitoring project schedules and look ahead plans including milestones, critical path, timelines, deliverables and reporting variances to the PM
- Conducting reviews of work performed by contractors to monitor progress on site and provide detailed explanations on findings and outcomes
- Coordinating day-to-day construction activities with building occupants and issue all applicable notices
- Coordinating the activities of the Constructor with University stakeholders, including but not limited to Fire Prevention Services, Utilities and Facilities & Services
- Tracking the submission and review of construction documentation
- Coordinating Commissioning and Training activities at hand over
- Preparing construction deficiency lists in parallel to the work of the Contractor and Consultant
- Keeping well-informed of the minimum requirements of the Ontario Building Code and the impact of changes to the Code
- Monitoring adherence to Health & Safety standards and regulations by others on construction sites
Essential Qualifications:
- Advanced College Diploma (3 years) in construction related engineering or architecture discipline or an acceptable combination of equivalent experience.
- Minimum six to seven years of experience in the following:
- Construction experience working on industrial/commercial/institutional (ICI) project sites; related experience in design,
- Reviewing buildings proposed for renovation to identify possible risks,
- Reviewing construction scopes, activities, scheduling, project and contract management,
- Knowledge of different construction methods, sequencing and timelines,
- Ability to read design drawings and conceptualize details as they would be built in the field anticipating buildability and sequencing issues,
- Knowledge of relevant construction law and building, fire and safety codes,
- Computer-based project scheduling/management experience (e.g. MS Project),
- Strong computer skills, including Microsoft Word, Excel, and Project and working knowledge of AutoCaD, BIM and or Revit,
- Demonstrated organization, project management and leadership skills,
- Superior oral and written communications skills; superior interpersonal skills and ability to influence,
- Knowledge of Health & Safety regulations and legislation, including OHSA, WHMIS,
- Proven ability to respond to frequently changing priorities,
- An understanding of the legislative boundaries and ethical requirements that govern these professions (licensed engineers and architects) in addition to the technical knowledge to understand design drawings prepared by professional licensed engineers and architects.

Pay Scale Group & Hiring Zone:
USW Pay Band 14 -- $90,056. with an annual step progression to a maximum of $115,169. Pay scale and job class assignment is subject to determination pursuant to the Job Evaluation/Pay Equity Maintenance Protocol.
