Job Description:
The Head of U.S. Compliance, Fair \& Responsible Banking is responsible for leading the second line of defense consumer regulatory compliance risk management function, including the CRA and Fair Banking programs, and supports the Bank in designing and implementing an effective Compliance Management System (CMS) by executing the key elements and processes of the Bank's Compliance Operating Framework across multiple business lines. This role provides expert objective guidance and independent challenge to the Bank's senior executive leadership on compliance and conduct risk issues and programs and on controls required to achieve and maintain compliance with consumer protection regulations. This role leads a diverse team of expert compliance professionals and specialists covering a complex regulatory environment as applied to a broad scope of products and services.
Depth \& Scope:
- Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
- Directs team of executive leaders, managers and specialists providing risk management, guidance and oversight to multiple business lines
- Develops programs and practices to promote a culture of integrity, ethics, compliance and proper business conduct
- Provides expert compliance risk management and regulatory guidance for executive business partners with respect to new business initiatives and products, regulatory change management, the quality of the control environment, sufficiency of day-to-day controls, and risk issues and events
- Provides strategic and tactical leadership for Fair Banking within the consumer compliance program. ("Fair Banking and Fair Lending Compliance" denotes the Bank's policies, programs and monitoring activities designed: (1) to achieve and maintain compliance with U.S. Civil Rights laws as applied to the business of banking (e.g., CRA, FHA, HMDA, ECOA); (2) to manage the complex regulatory regimes, supervision and examinations pursuant to those statutes; (3) to manage "risk to the consumer" and promote fair treatment of all customers; and (4) to prevent and detect potential violations of UDAAP/UDAP laws and regulations.)
- Serves as a credible and trusted representative of the Bank with our regulators (including OCC, FRB, CFPB, FDIC, State agencies, and others) at all levels, from field examination teams to senior policy-making officials.
- Represents the Bank as a credible brand ambassador and leading professional expert in industry trade associations and in the broader community of compliance, CRA and fair banking professionals (e.g. ABA, BPI, CBA)
- Serves as the owner or resource on projects involving critical and complex laws and regulations that have a significant impact on the Bank's strategy and operations
- Oversees and/or participates directly in bank acquisition due diligence efforts
- Develops and maintains strong business relationships with business leaders, other risk and control partners, legal counsel, auditors, corporate functions and parent company enterprise functions
Education \& Experience:
- Bachelor's degree or graduate degree and progressive work experience
- At least 10+ years' experience in managing a Compliance function or team in a large and complex U.S. financial institution conducting consumer and commercial banking business, or equivalent related experience
- Certified Regulatory Compliance Manager (CRCM) preferred
- Strong knowledge of consumer banking regulations and regulatory/supervisory standards, guidelines and practices of the OCC, CFPB and FRB
- Strong management experience leading regulatory compliance activities
- Strong leadership skills in the development and mentoring of employees
- Strong management, organizational and evaluative process skills
- Ability to analyze complex organizational and process issues to identify regulatory compliance risk exposure.
- Demonstrated ability to develop and maintain productive business relationships with internal partners and external regulators.
- Solid understanding of the role of technology and data in the business.
- Effective negotiation and influencing skills with experience in conveying complex information to executive leaders and governance committees, as well as to general audiences through training materials, written communications and other means
- Strong analytical skills and ability to exercise sound judgment in development and selection of compliance solutions
- Strong collaborative skills and experience leading and working in a matrix environment and on cross-functional teams
- Excellent verbal and written communications skills, including the ability to persuade and influence a broad spectrum of constituents at all levels
