Job Description:
On behalf of our public sector client, Affinity is looking for a Senior Business Analyst to support the province's Digital Referral solution implementation. The goal of this initiative is to implement a comprehensive, fax-free Provincial Digital Referral solution as part of the broader eHealth initiatives within the Department. The Senior Business Analyst will play a pivotal role in this endeavor.
Responsibilities:
• Develop stakeholder engagement materials such as presentations, agendas, and meeting minutes, surveys, actions, and decisions to gather information and requirements from clinical, non-clinical and executive stakeholders using various strategies, including but not limited to interviews, facilitated workshop sessions, surveys, etc.
• Develop decision documents that facilitate evidence-based decision-making.
• Develop business and technical documentation such as business requirements and functional specifications, use cases, user stories, processes, workflows, etc.
• Gather, analyze and document business' current state, future state, and associated gap analysis.
• Develop operational documentation including operational framework, standard operating procedures to enable operations, maintenance and support.
• Develop end user documentation including user manuals, training guides, training tools, etc.
• Develop user acceptance testing documentation.
Qualifications:
Mandatory Experience
• A Bachelor's level University degree in Computer Science, Business Administration, or a similar discipline. An equivalent combination of education and experience may be considered.
• A minimum of 15 years' recent experience as a lead senior Business Analyst responsible for leading business requirements/process elicitation via multi-stakeholder workshop facilitation, interviews, and surveys. Experience must include engagement with both clinical stakeholders (i.e., Family Physicians, Nurse Practitioners, Specialists, governing bodies/societies), non-clinical stakeholders (Health Information Management SMEs, Administrative and Management staff, etc), and executive-level stakeholders.
• A minimum of 10 years' recent experience in successfully performing senior business analysis work (requirements gathering, stakeholder engagement, verbal and written communications, problem solving, etc.) in large, complex projects that cross multiple business units and organizations (more than 4 or 5), involve multiple direct project participants and stakeholders (more than 15), operate for an extended period (more than 1 year), and involve addressing business/clinical transformation.
• The resource must be able to travel within New Brunswick to attend face-to-face meetings for the duration of this initiative, when necessary. This must be clearly stated in the response (i.e., a simple response of "Yes" is not sufficient).
• Excellent verbal and written communication skills in English.
Required Experience:
• 5 or more demonstrated experience as a senior business analyst in eHealth or in a healthcare setting in a Canadian jurisdiction related to both project and operations work. Please provide examples of both project and operations-related work.
• 10 or more demonstrated experience in creating detailed business and technical documents, including requirements and functional specifications, processes, workflow diagrams, STOPs, gap analysis, etc.
• 5 or more demonstrated experience in supporting user acceptance testing and validation.
• 5 or more demonstrated experience in developing end-user documentation, including user manuals, training guides, and tools.
• 5 or more Demonstrated experience in developing and documenting an operational framework encompassing various deliverables (i.e., standard operating procedures, etc.) required to support the "project" to "operations" transition.
• 5 or more demonstrated uses of various methodologies and tools needed to support business analysis work, including but not limited to Waterfall, Agile, Kanban, Scrum, JIRA, Microsoft Visio, BPMN, etc.
• Familiarity with security related to data confidentiality and client privacy as it relates to NB's Personal Health Information Privacy and Access Act (PHIPAA).
• Ability to support the business analysis engagement in French and English.
