Position Overview
Reporting to the Deputy Chief of Staff, Strategy \& Integration, this leadership role is responsible for driving the City of Toronto's corporate performance and continuous improvement agenda. The Senior Manager, Corporate Performance \& Continuous Improvement will develop and deliver strategic city-wide initiatives that enhance the efficiency, quality, and effectiveness of municipal services and programs. This includes overseeing the corporate performance measurement strategy with a focus on continuous improvement, performance reporting, and the identification and integration of best practices. As a key collaborator, people leader, and change agent, the role plays a critical part in delivering on corporate strategic goals by evaluating organizational performance and fostering a culture of innovation and accountability across the City government.
Key Responsibilities
- People Leadership \& Financial Oversight
- Manage, motivate, and lead a team of high performers, ensuring effective teamwork, high standards of work quality, continuous learning, and encouraging innovation.
- Develop, manage, and monitor team work plans ensuring strategic alignment, prioritization of critical projects, and timely execution of deliverables.
- Oversee the day-to-day operation of all assigned staff, including scheduling, work review, and performance evaluation.
- Provide leadership and management of a cross-functional team, fostering collaboration, innovation, and accountability.
- Develop and administer the annual budget for the unit, ensuring expenditures remain within approved budgets.
- Determine financial components of performance measures and analyze performance results from internal and external perspectives.
Core Duties
- Corporate Performance \& Continuous Improvement
- Develop and implement corporate performance and continuous improvement initiatives, including establishing KPIs, benchmarks, and outcome measures.
- Lead the City's corporate performance measurement strategy, fostering innovation, consistency, and accountability.
- Apply performance measurement approaches such as balanced scorecard, benchmarking, and business process engineering to ensure transparent analysis and reporting.
- Lead corporate continuous improvement initiatives, including annual service reviews.
- Oversee the development and management of Toronto's corporate performance dashboard and the City's Corporate Performance Report to build public trust.
Additional Responsibilities
- Strategic Planning, Policy \& Reporting
- Develop detailed plans and policies for program requirements.
- Provide analysis and recommendations to senior management on various performance, fiscal, and service issues.
- Prepare reports for City Committees, Council, and external organizations, including national and international performance comparisons.
Stakeholder Engagement \& Representation
- Public Engagement, Strategic Partnerships \& Representation
- Lead public engagement and consultation efforts supporting performance and improvement initiatives.
- Coordinate participation in provincial and regional performance committees and associations.
- Develop standards for public surveys and engagement activities, and report results transparently.
- Establish partnerships with municipalities, government agencies, and community groups to address stakeholder needs.
- Represent the City at meetings with government officials, community groups, and other stakeholders.
Qualifications
- Post-secondary education in public policy, planning, social science, economics, business, or related fields, or equivalent experience.
- Extensive experience in developing and overseeing corporate performance management programs and continuous improvement initiatives in large public organizations.
- Proven leadership of diverse teams and managing complex projects.
- Expertise in Lean Six Sigma, Balanced Scorecard, and project management principles.
- Strong political acumen, judgment, and governance skills.
- Exceptional communication, negotiation, and problem-solving skills.
- Knowledge of relevant policies and legislation, including City of Toronto Act and accessibility standards.
