Join our Policing Applications Unit technical support team to maintain, update and optimize every aspect of RMS (Records Management) System.

We are seeking a highly technical and motivated applicant who is looking for an exciting opportunity to join a team of high-performing IT professionals as a Senior Business Analyst.
++What can I expect to do in this role?++
Reporting to the Project Leader, in this role you are responsible for replacing, improving, and sustaining the Toronto Police Service Records Management System (RMS) and will work closely with business partners, police officers, colleagues, external agencies and vendors to analyze, document, and improve RMS-driven processes, to ensure efficient and secure handling of records and data. You will play a crucial role in identifying user needs, translating these into functional specifications, and collaborating with IT and development teams to implement system improvements. Furthermore, this role provides guidance to junior staff and external contractors and assigns and checks the work of others doing similar work.
++Duties and Responsibilities:++
- Collaborates with stakeholders to understand and document requirements for RMS.
- Analyzes current RMS processes. Identifies areas for improvement and recommends solutions for efficiency and accuracy.
- Configures and optimizes RMS settings to meet operational and security requirements.
- Develops and maintains system documentation, including configuration settings, process flows, user guides, and training materials.
- Creates detailed functional specifications and uses cases for system changes, enhancements, and new features.
- Facilitates workshops, meetings, and presentations to gather insights and validate system requirements.
- Works with IT and development teams to translate business needs into technical solutions. Ensures alignment with law enforcement standards and policies.
- Supports system testing activities by preparing test cases, reviewing test results, and coordinating with QA teams.
- Assists in the implementation of RMS rollouts, upgrades, or new releases. Provides post-implementation support and user training.
- Ensures data security and integrity within RMS processes, adhering to relevant TPS regulations and standards.
- Continuously monitors system performance and user feedback. Suggests updates to improve system functionality.
- Utilizes and manages Microsoft SQL Server for database analysis, report creation and data migration.
- Applies XSLT coding to support data transformations and system integrations.
- Provides after-hours production support, as needed.
- Performs typical duties inherent to the position.
++Education/Experience:++
- Bachelor's degree in Business Administration, Information Technology, or a related field, combined with a minimum of five (5) years of experience as a Business Analyst or in a related business process role, preferably within a police or public safety environment; or an approved equivalent combination of education, training and/or experience.
- Demonstrated experience with configuration and optimization of a Records Management solution .
- Experience with business process mapping and translating requirements into technical specifications.
- Experience with data security and privacy regulations, preferably as they pertain to law enforcement records.
++Skills/Competencies:++
- Strong knowledge of Records Management Systems, data management, and/or law enforcement processes.
- Proficient in Microsoft SQL Server, including querying, data analysis, and database management.
- Familiar with XSLT coding and its applications in system customization and integration.
- Expertise in requirements gathering, documentation, and stakeholder communication.
- Strong analytical, problem-solving, and critical thinking skills.
- Excellent verbal and written communication abilities.
- Familiar with testing methodologies and quality assurance processes is an asset.
- Must be willing to provide after-hours production support as needed.
