The Role
Public Health Ontario has an exciting opportunity to provide strategic clinical and business leadership for the planning, implementation, and overall direction of the laboratory portfolio (e.g., multiple laboratory sites/programs or a province-wide service). This position will ensure that deliverables, resources, and service requirements meet the vision, mission, and goals of PHO.
Key Responsibilities
- Act as a strategic leader to drive innovative business and clinical programs for an assigned laboratory portfolio, ensuring operational effectiveness and efficiency.
- Lead the development and implementation of multi-year operational and strategic plans, in collaboration with senior leadership, ensuring standardized processes across all PHO Laboratory locations.
- Set strategic and operational directions, budgets, and program goals, managing a large, multi-component portfolio including technical equipment, laboratory facilities, and procurement contracts.
- Establish best practices, protocols, and performance indicators to ensure compliance with accreditation and regulatory standards.
- Oversee quality management and promote continuous improvement, innovation, and efficiency in laboratory processes.
- Collaborate with other PHO Laboratory services to optimize operations and support research, surveillance, and other projects.
- Maintain technical expertise in high-quality testing, including validation, verification, and performance monitoring of tests.
- Provide clinical expertise and act as an authority in laboratory programs/services.
- Build strategic partnerships with internal and external stakeholders, including public health units, hospitals, labs, and academic partners.
- Manage managers and staff to ensure compliance with policies, standards, and legislation, including performance evaluations, training, and recruitment.
- Manage risks across programs and support emergency response activities as part of the organization's emergency plan.
Education and Experience
- Master's degree in science or business.
- Membership in the College of Medical Laboratory Technologists of Ontario or equivalent.
- At least 10 years of experience in clinical laboratory service delivery and management, with specific microbiology experience.
- Experience in cross-departmental planning and budgeting.
- Proficiency with quality improvement tools such as LEAN, TQM/CQI, Six Sigma.
Knowledge and Skills
- Knowledge of microbiology in a public health context.
- Senior management experience in complex environments.
- Understanding of accreditation and regulatory standards.
- Knowledge of stakeholder roles within the medical laboratory system.
- Modern management methodologies and leadership skills.

Hours of Work: Full time, 36.25 hours/week
