- Direct a team consisting of CUPE 12.1 union members as well as seasonal, casual, and part-time employees
- Develop and implement an annual resource allocation plan to maintain and operate assets according to approved service levels
- Develop and implement response procedures, including activity prioritization, in the event of unplanned repairs, vandalism, special events, or weather events impacting assets
- Deliver municipal facilities services and operations in accordance with municipal policies and procedures, provincial legislation, Occupational Health \& Safety Act, Ontario Fire Code, Ontario Building Code, Electrical Safety Authority
- Develop, review, and evaluate contracts, agreements, quotes, and tenders
- Maintain a high standard for health and safety practices including implementing training regimens and developing standard operating guidelines
- Ensure assets are aesthetically maintained
- Implement continuous improvement practices
- Conduct condition assessments and implement lifecycle strategies consistent with the asset management plan
- Oversee and manage various contractors
- Monitor various asset lease or license agreements with third party groups for compliance and lead the development of new agreements where required
- Coordinate with various municipal departments to implement projects and services, including Legal, Purchasing, Engineering, and Public Works
- Conduct procurements compliant with municipal purchasing policy including tender development, evaluation, and contract execution
- Oversee an annual operating budget
- Develop and monitor key performance indicators to assist with business case development
- Foster partnerships with local community groups and facility user groups
- Assist with seasonal field and ice time allocations to user groups
- Provide recommendations to maintain assets and maximize facility usage
- Provide recommendations on departmental policy and assist with Council reporting
- Investigate, analyze and resolve operational issues
- Provide exceptional customer service
- Implement continuous improvement practices
- Works in accordance with the provisions of applicable Health and Safety legislation and all corporate and departmental policies and procedures related to Occupational Health and Safety
- Participate, as required, on internal committees focused on various initiatives
- Perform 'Acting Manager' duties as required
Essential qualifications

Related college certificate or diploma (preferably in a parks and recreation facility management program or asset management), with four (4) to six (6) years related experience

Experience in asset management principles and practices

Experience in the operations of arenas, parks, community centres, horticulture and pools

Knowledge and experience relating to the maintenance/development of recreational assets and parklands
-
Maintenance experience in ice making, ice maintenance and refrigeration experience is essential for supervisors overseeing arenas.

Understanding of:

H.V.A.C. operation and maintenance

Operations and repair of fleet vehicles associated with recreational assets

Mechanical equipment

Facility maintenance

Knowledge of municipal policies, procedures and bylaws and applicable provincial, federal legislations and regulations as they pertain to the areas of parks and recreation

Supervisory experience

Experience working in a unionized environment

Experience managing an operating budget

Working knowledge of Questica and JD Edwards (or similar financial programs)

Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs)

Standard first aid and CPR certification

Basic Arena Refrigeration is required for all Supervisors overseeing arenas

Certified Pool Operator certificate or designation is preferred for all Supervisors overseeing pools or water-recirculating splash pads

Project Management certification an asset

Certified Ice Technician (CIT) an asset

International Society of Arboriculture of Ontario certification an asset

Registered Playground Inspector or Certified Playground Inspector designation an asset

Mechanical Engineering Certificate an asset

Propane handling certificate or Record of Training (ROT) an asset
Work environment/hours of work

This position works mostly indoors

This position works weekday hours, with occasional evening and weekend hours, and on call after hours and on weekends

Walking: frequent walking on level surface, rough surface (checking job tasks that staff are doing in the arena; inspecting park areas and other outside amenities)

Sitting: frequent sitting in a chair, vehicle seat (working in the office; driving to different work areas)
