POSITION FUNCTION
Reporting to the Manager of Surface Infrastructure, the Supervisor of Surface Infrastructure, Construction \& Maintenance will be responsible for the leadership, supervision and operation of this section including the Fabrication, Sign, Paint \& Road Markings shops.
KEY DUTIES
Plan, coordinate, assign and review the work of approximately 18 FTE staff involved in fabrication, care and maintenance of city-wide surface infrastructure and assets including signs, street furniture, and other key above-ground assets throughout the community. Ensure schedules, procedures, specifications and the highest standards of staff performance, professionalism, conduct and personnel safety standards are continually met, strengthened and enhanced. Monitors and continually improves staff performance, potential, and professional conduct, holds effective staff meetings and discussion sessions; manages attendance and is responsible for complete supervisory responsibilities.
Initiate and update standard work procedures, standards and specifications, long range strategies for the section; be flexible and goal oriented in a changing work environment; actively identify and solve problems quickly with effective solutions. Prepare budget and schedules, and implement annual work and maintenance plans and programs. Plan, prepare detailed estimates, implement change orders, project manage progress, costs and quality; prepare unit cost and present regular progress reports. Review engineering drawings; provide technical assistance and recommendations on construction and maintenance methods and materials. Analyze and present recommendations regarding changes to process, equipment and operational needs. Create tender specifications and Requests for Offer, review and evaluate submissions and make recommendations.
Conduct frequent and regular site inspections to review progress, quality, approach and safety standards, to ensure schedule, cost, quality, and regulatory requirements are met. Respond to inquiries, complaints and requests for service from the public, other sections and outside agencies; provide excellent and efficient service to both internal and external customers in keeping with the City of Victoria's customer service standards. Collaborate in a team environment to deliver work programs and capital projects; ensure contractors and outside agencies adhere to tender specifications; investigate damage and accident claims initiated against the City and make recommendations; prepare reports; organize crews for emergency or after hours work. Serve as primary contact for after hour calls and emergencies as required.
Plan, coordinate and schedule projects with external stakeholders such as Telus and BC Hydro or other City departments. Prepare application permits to regulatory bodies, such as Department of Fisheries and Oceans for special project work. Maintain manual and digital records related to construction and maintenance, statistics, project files, activity reports, time sheets and attendance records; compose letters. Make recommendations to Manager on bylaw and policy changes; represent the section at various meetings.
Perform related duties where qualified.
INDEPENDENCE
Work is generated by annual objectives and goals and reviewed through weekly meetings and reports as required.
Issues such as staffing matters, deviations from departmental policy, schedule changes, budgetary items are discussed with Manager with relevant recommendations.

KEY SKILLS AND ABILITIES
Organize and prioritize the work of the section.
Understand the principles, and apply the methods of MMCD, BCBC, CWB and other applicable regulatory bodies.
Knowledge of machinery, equipment, and materials required for civil and structural construction, fabrication, construction and maintenance of signs and road markings.
Adept knowledge and experience using Microsoft Word, and Excel, and other enterprise management systems such as JD Edwards etc.
Estimate the cost of civil and structural construction and maintenance
Read and interpret architectural and landscape drawings, material specifications, civil drawings, structural engineering plans, detailed shop drawings, and material takeoffs.
Maintain accurate records, prepare and monitor budgets using City software and management tools.
Lead, supervise and direct section staff.
Establish and maintain effective working relationships with multiple stakeholders.
Deal effectively with the public and outside agencies.
Supervise the section's safety program.
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
Technical School Certificate in Civil Engineering or equivalent. (1 year)
Certificate in management and leadership studies. (1 year)
Accredited courses in project management, including project planning, scheduling, budget \& execution. (40 hours)
Certified Public Works Supervisor Program. (70 hours)
Current and valid Class 5 B.C. Driver's Licence.
Experience:
5 years of leading surface infrastructure maintenance, construction of civil \& structural components and related experience including supervisory, or an equivalent combination of education and experience.
OTHER:
