The Municipal Licensing and Standards Division supports the City of Toronto by contributing to the safety, vibrancy and maintenance of communities by being a leader in the effective delivery of by-law administration and enforcement services, business licensing and permitting, and animal care services.
Reporting to the Manager, Workforce Development and Training, the Consultant Training and Development will be leading the learning needs assessment, design, development, delivery and evaluation of training initiatives and programs. The incumbent will design tailored training curricula for different roles across the division and will be responsible for leading and supporting the onboarding of new officers.
Major Responsibilities:
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Develops and delivers training that supports quality client service, advanced professional development, and administrative compliance of various programs and services in accordance with Provincial directives and divisional mandates.
Models’ leadership behaviours in the workplace and in the classroom and influences staff to demonstrate corporate values, climate and tone; creates and maintains a positive and professional learning environment.
Identifies training and development needs within the division through consultation and collaboration with internal and external resources.
Works proactively with the management team to assess and identify root cause of performance issues and to resolve performance gaps and ascertain if training is an appropriate action/response.
Consults with managers and supervisors to identify required and actual performance, completes needs assessments in co-operation with managers and staff to ensure that gaps in knowledge and skills are addressed and sets targets and identifies outcomes.
Develops and conducts training evaluations and related activities, e.g. focus groups, surveys, questionnaires and analyzes data to improve staff's knowledge, skill acquisition, and technical training; measures staff learning and increase in knowledge from the training and reviews behavioural change and performance improvement after applying skills/training.
Develops and implements a learning plan for staff returning to work after an extended absence or complying with a grievance settlement when a training component is identified; supports the training process by delivering training in a group setting or on a one-on-one basis for staff requiring accommodation.
Delivers training in response to the outcomes of analysis and evaluation of divisional statistics,
policies/procedures, quality assurance and performance measurements.
Provides on-site training and support for new technologies, business changes, bylaw reviews, health & safety, etc.
Develops and implements plans for complex training projects, ensures contingencies, identifies problems and takes action.
Utilizes a variety of training methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of training programs, catering to all learning styles.
Supports in creating and implementing a multi-year staff training plan for all divisional staff positions and identification of skills gaps.
Carries out the maintenance of training records for the division's staff.
Works collaboratively on strategic business areas to support implementation of divisional initiatives and addresses matters pertaining to training and knowledge management.
Coordinates with Corporate People & Equity regarding training relating to Occupational Health & Safety and Organizational Development and Learning.
Consults and works with provincial, divisional and external subject matter experts to create training curricula and tailored course plans to address the technical training needs of divisional staff.
Sources and builds relationships with external training service providers. Monitors vendor performance to ensure training services are carried out in accordance with the specified terms and conditions and authorizes payment to vendors within delegated signing authority.
Undertakes research and analysis on issues related to workplace training and leading training practices in the division.
Ensures all training provided to divisional staff is documented in the City's online learning inventory, ELI; ensures divisional training is also captured for all staff in ELI.
Stays abreast of new and developing adult education/training methods and practices as well as new legislation and revised policies and procedures.
Creates division learning content for a variety of delivery methods including instructor led classroom training, eLearning, multimedia programs, virtual training and other computer-aided instructional technologies.
Compiles information prepares statistical reports and other confidential material.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Provides customer service and training-related support to Municipal Licensing and Standards employees and managers (including but not limited to scheduling, calendar, course content, and other logistical issues).
Prepares call documents (i.e. Requests for Proposals and Requests for Quotations) for training services in coordination with PMMD staff, evaluates vendor submissions, recommends award of contracts and coordinates the execution of agreements with vendors.
Key Qualifications:
Post secondary education in, Human Resources, Adult Education, Educational Technology, or Instructional Design or the equivalent combination of education and related experience.
Considerable experience in large complex organizations developing learning implementation strategies, administering and reporting on Learning Management Systems and implementing eLearning authoring and design tools.
Considerable experience designing, delivering and evaluating course/curriculum classroom-based learning and/or e-Learning including compliance training mandated by legislation, regulation or policy to diverse and large audiences (e.g., instructor-led in class sessions, webinars, self directed; e-learning, reference guides, presentations, etc.)
Experience coordinating and scheduling large-scale, enterprise-wide or cross-divisional training programs or initiatives.
Demonstrated experience in sourcing, procurement and management of vendors is considered an asset.
Knowledge of bylaws, policies and standard operating procedures to design, develop, facilitate and evaluate training for service operations will be considered an asset.
Ability to facilitate working groups, work in teams and manage multiple high priority tasks concurrently.
Ability to manage complaint investigations.
Strong customer service, stakeholder and relationship management skills with ability to develop partnerships, provide consultation and generate solutions for sophisticated client groups to develop and implement technology enabled learning solutions.
Sound knowledge of ADDIE framework and Adult Learning principles and practices of learning needs assessment.
Strong verbal and written communication skills with the ability interact with all stakeholders including senior management, non-management staff, other City divisions, and learning partners.
Thorough knowledge of relevant legislation such as Labour Relations Act, Occupational Health &Safety Act, Workplace Safety and Insurance Act, Human Rights Code, Employment Standards Act with ability to interpret collective agreements, organizational policies and human resources practices.
Proficiency in MS Office applications and Learning Management Systems.
Knowledge of applications/systems including eLearning development tools such as Articulate Storyline, Captivate, graphic (e.g., Photoshop), audio and video editing tools (e.g., Adobe Audition, Adobe Premiere Pro, Adobe Media Encoder), digital learning platforms and SAMs to create and develop training would be an asset.
Knowledge of eLearning standards and best practices (such as accessibility) as well as emerging learning technologies (e.g. social learning, eLearning, blended learning).
Strong project management skills with ability to work in a fast-paced environment, managing changes and competing priorities.
Note: This position will require occasional travel to other City locations based on operational needs.
