The Transportation Services Division’s Permits and Enforcement Utility Management Unit is seeking Inspectors Municipal Construction to join the team.
Reporting to the Supervisor of Utility Management Inspections, the Inspector Municipal Construction is responsible for inspecting and monitoring construction and maintenance work performed by contractors within the City’s right-of-way to ensure compliance with all specifications, standards, drawings and applicable safety standards.
Major Responsibilities:
Conducts and documents inspections on restoration work completed by utility companies and third parties to ensure compliance with approved plans, City standards, Municipal Consent Requirements, Chapter 743 of the Municipal Code, and all relevant specifications and regulations.
Prepares and maintains lists of utility cuts requiring permanent restoration within City's Right-Of-Way.
Responds to inquiries from members of the public, other utilities as well as Councillors and other City staff.
Identifies and inspects work done by utility companies, developers, and other 3rd parties in-field and associates to ensure the work is in compliance with the relevant cut permits.
Monitors temporarily restored utility cuts for hazards and communicate issues to the utility service providers for rectification and maintenance of public safety.
Takes pre-construction photos, videos and makes detailed notes of pre-existing conditions prior to construction work commencing.
Carries out Inspection on construction done by Utility Companies, Developers and other 3rd Parties, to ensure that they adhere to previously approved plans and that the restoration works comply with the City standards and Specifications.
Inspects materials to ensure that those are of the proper quality and in accordance with the contract plans and City Standards and Specifications.
Arranges for quality assurance testing of, soils, concrete, asphalt and granular material used on construction projects.
Performs Warranty site inspection and reviews post-construction videos/photos of the permanent restoration works completed by the utility service providers, document and communicate any deficiencies to the utility responsible.
Assists with monitoring of the City led Road Infrastructure Construction projects, such as construction of roads and sidewalks to ensure that the work is in compliance with contract documents and drawings, City and other referenced specifications & standards, grading sheets, the Occupational Health & Safety Act and other statutes and regulations.
Liaise with the Internal and External agencies including other City Divisions, utility companies, contractors, other municipalities, etc., regarding maintenance repairs within City's Right-Of-Way.
Receives and resolves telephone, email inquiries pertaining to the various uses of the public right of way prepares summary reports including materials/equipment used, hours worked, quantities of work items completed and other relevant information.
Marks designated areas for repair/construction on structures such as roads, sidewalks, curbs, gutters, as per drawings.
Maintains detailed inspection reports, including measurements, materials used, weather conditions, and photographs.
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary education in Civil Engineering Technology, Construction Management, or an equivalent combination of education and experience.
Considerable experience operating and maintaining a variety of mechanical, digital, wireless, computerized equipment, work management systems and software, e.g.MS Office (e.g., Word, Excel, PowerPoint, Outlook), and database systems such as RACS, TMMS, EWMS, Maximo.
Considerable experience in the construction, inspection, and maintenance of municipal infrastructure including roads, sidewalks, curbs, sewers, gutters, retaining walls and water mains.
Considerable experience in inspecting construction work and other work completed by contractors and/or vendors.
Considerable experience in dealing with construction personnel, directing the work of others, and enforcing the terms, standards and specifications of construction, maintenance, and material testing contracts in the field.
Must possess and be able to maintain a valid "G" Drivers Licence and must qualify for the City Vehicle and Equipment Operators Permit.
You must also have:
Thorough knowledge of City by-laws, construction standards, Municipal Consent processes, and restoration specifications.
Ability to read and interpret technical drawings, grading plans, contract documents, and restoration permits.
Excellent communication, problem-solving, and customer service skills to engage effectively with diverse stakeholders.
Strong organizational and time management skills to prioritize multiple projects independently in a fast-paced environment.
Ability to travel between base location and other Road Operation Yards across the City of Toronto as required.
Availability to work evenings, weekends, holidays, and extended hours as operational needs require.
Ability to read and write and communicate effectively to discuss complaints with the general public, to prepare detailed documentation and write clear concise reports in a legible manner.
Thorough knowledge of all Transportation infrastructure, maintenance methods, specification, procedures and policies.
Capability of adapting to new technology and work management systems when required.
Knowledge of the Occupational Health & Safety Act and the Regulations that apply to this work including traffic control, WHMIS, first aid.
Must be physically capable to perform required duties on a construction site.
With the appropriate safety precautions, must be able to tolerate heights, dusty, noisy, odorous conditions, and confined spaces.
