THE ORGANIZATIONAL SETTING
The Air Navigation Bureau (ANB) in ICAO provides technical advice to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP), which monitors all Member States on a continuous basis.
ANB supports ICAO's crisis preparedness and response and, in some cases, leads its management. Activities include the following: Maintaining a comprehensive and adaptable framework within ICAO that will allow it to support States, as necessary, in meeting their obligations to the Annexes to the Chicago Convention, as well as obligations in other sectors such as international health regulations, in developing, promulgating and implementing relevant contingency and emergency plans. The overarching framework [in development] will contain a governance structure, as well as coordination and communication strategies. It will also seek to improve response capabilities by States in the face of various crises, including disruption, or potential disruption, of airport or air traffic management and related support services, health-related crises (e.g., pandemics), and humanitarian-related crises (e.g., natural disasters).
The Air Traffic Management (ATM) Section is responsible for promoting the ICAO vision for a global ATM system on the basis of the Global ATM Operational Concept (Doc 9854), and supports States, air navigation services providers, aerodrome operators and air operators in improving safety and reducing congestion and impact of delays by developing SARPs, PANS and guidance for en route, terminal and ATM-related aerodrome operations. It advises States, ICAO Council and ANC on air traffic management (ATM) and search and rescue (SAR) matters with overall responsibility for Annex 2 — Rules of the Air, Annex 10 — Aeronautical Telecommunications, Volume II — Communication Procedures, including those with PANS status, Annex 11 — Air Traffic Services, Annex 12 — Search and Rescue, the Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM, Doc 4444), the Procedures for Air Navigation Services – ICAO Abbreviations and Codes (PANS-ABC, Doc 8400), the Regional Air Navigation Plans (ANPs) and the Regional Supplementary Procedures (Doc 7030). It is also responsible for contingency planning and crisis management, as well as coordination with the International Maritime Organization (IMO) and liaison with the COSPAS-SARSAT Council to optimize the establishment, maintenance and operation of SAR services.
The incumbent reports to the Deputy Director of Aviation Safety and Air Navigation (DD/ANS) and will collaborate closely with other ANB Sections, other bureaus and regional offices for all ATM, crisis preparedness and response and SAR-related matters.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Leads and manages, in coordination/collaboration with ANB Sections (and Units), and other Bureaus and in consultation with Regional Offices, the Organization’s strategy for the activities of the air traffic management (ATM) and search and rescue (SAR) programme, achieving results such as:
Supervise the development and coordination of a global concept related to ATM, such as the Global ATM Operational Concept, trajectory-based operations, air traffic flow management and connected aircraft, etc;
Identify initiatives to reduce operational safety risks and enable capacity and efficiency improvements in the areas of ATM and SAR in accordance with the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP);
Initiate and lead the development and delivery of ICAO’s initiatives intended to address priorities and issues identified by States, industry and other aviation stakeholders in the areas of ATM and SAR;
Establish priorities for the work programmes of the Section, taking into account resources allocated and needs of the global aviation community;
Lead or supervise matters of intra/inter-bureau, inter-agency and external coordination regarding the work programme and technical disciplines of the Section;
Supervise the preparation of responses to States and the aviation industry on technical inquiries within the relevant fields;
Oversee the Section's provision of requested assistance to technical cooperation projects, including the review of related technical reports;
Supervise the implementation of matters related to the work programme and technical disciplines of the Section, including the organization and conduct of symposia, workshops, training courses, and other tools; and
Represent ICAO at international meetings and other fora to promote ICAO policies, strategies and provisions related to the work programme and technical disciplines of the Section.
Function 2 (incl. Expected results)
Leads and manages the development of proposals for amendment to relevant Annexes, PANS and supporting guidance material (manuals and circulars) concerning ATM/SAR, achieving results such as:
Supervise the development of amendment proposals to relevant Annexes and PANS to address operational needs, new trends and technological developments;
Supervise the management of expert groups, including the Air Traffic Management Operations Panel (ATMOPSP), Air Traffic Management Requirements and Performance Panel (ATMRPP), Operational Data Link Specific Working Group of the Communications Panel (CP-OPDLWG), Separation and Airspace Safety Panel (SASP), Wake Turbulence Specific Working Group (WTSWG), Regional Monitoring Agency Coordination Group (RMACG), and the ICAO/IMO Joint Working Group on Harmonization of Aeronautical and Maritime Search and Rescue (ICAO/IMO JWG-SAR);
Supervise the development of related amendments to, or new guidance material to facilitate the effective implementation of Annex and PANS requirements;
Ensure the timely consultation with States and international organizations and accurate preparation and presentation of working papers for the ANC, Council and other international venues related to the relevant Annexes, PANS and technical disciplines;
Support the ANC and the Council in the review and adoption of the proposed amendments to the relevant Annexes and PANS; and
Maintain the currency and accuracy of relevant Annexes, PANS and guidance material.
Function 3 (incl. Expected results)
Manages the development and presentation of working papers on matters related to ATM and SAR for ICAO meetings, including the ICAO Assembly, Council, Air Navigation Commission (ANC) and divisional-type air navigation meetings, achieving results such as:
Ensure the delivery of comprehensive and quality working papers, State letters and other documentation concerning proposals for amendment to Annexes and PANS required to present Annex amendment proposals to the ANC and ICAO Council;
Ensure the delivery of comprehensive working papers necessary to facilitate technical discussions at other ICAO meetings, including Assemblies, divisional-type air navigation meetings and regional meetings;
Lead and/or support the discussions at ICAO meetings concerning the work programmes and technical disciplines of the Section, as required; and
Coordinate and ensure the necessary follow-up on actions resulting from ICAO meetings.
Function 4 (incl. Expected results)
Manages airspace management issues and crisis preparedness and response, achieving results such as:
Provide information and advice to the President of the ICAO Council, Secretary General and Director of the Air Navigation Bureau on all ATM and SAR-related matters including airspace disputes and contingency arrangements;
Lead and oversee the preparation of responses to correspondence to the ICAO Council and Secretary General concerning airspace management and contingency arrangements;
Oversee the development and maintenance of a comprehensive and adaptable ICAO framework for crisis preparedness and response;
Oversee the development of response strategies and coordinate crisis preparedness and response efforts; and
Supervise the preparation of documentation for the ICAO Council, the Air Navigation Commission (ANC) and international meetings on matters related to crisis preparedness and response.
Function 5 (incl. Expected results)
Manages regional programme coordination activities, achieving results such as:
Oversee the support and coordination activities for the Planning and Implementation Regional Groups (PIRGs) and Regional Aviation Safety Groups (RASGs);
Oversee the management of the Regional Air Navigation Plans (ANPs) and Regional Supplementary Procedures (SUPPS, Doc 7030);
Analyze or draft SUPPS amendment proposals for circulation to States and international organizations, and advise on methods of furthering their implementation and/or application;
Analyze and approve relevant ANP amendment proposals for circulation to States and international organizations;
Supervise the preparation of working papers for the ICAO Council and Air Navigation Commission related to the PIRGs and RASGs activities; and
Support the ANC and the Council in the discussion of working papers concerning PIRGs and RASGs activities.
Function 6 (incl. Expected results)
Leads, manages and supervises the work and staff of the Section, achieving results such as:
Develop and manage the overall work plan of the Section;
Ensure alignment of the activities of the Section with ICAO Strategic Plans, Global Plans, and Business Plans, ICAO policies and frameworks;
Identify and manage the resources required to ensure the successful delivery of the Section work programme and activities;
Plan, organize and manage assigned resources to provide timely and effective service delivery;
Proactively identify and resolve issues that impede the effective and efficient conduct of the activities of the Section;
Establish, monitor and report on annual performance and work plans for Section staff, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs;
Provide direction and motivation, providing coaching and mentoring as necessary to optimize performance and ensure professional development;
Ensure timely and comprehensive documentation of all staff member performance; and
Provide input and recommendations in the preparation of triennial budgets.

QUALIFICATIONS AND EXPERIENCE
Education
An advanced-level university degree (Master’s degree or academic equivalent) in aviation, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A technical qualification in aviation, such as an airline transport pilot license, air traffic control license, or aircraft maintenance engineering license (AME), may be accepted in lieu of a first-level university degree.
Professional experience

A minimum of ten (10) years' experience of progressively responsible roles as a qualified air traffic controller, or in the development and technical analysis of regulatory material for the implementation of advanced air traffic management systems and air traffic services procedures.
Substantial experience in the development and delivery of initiatives aimed at enhancing air traffic management at the international or regional level.
Experience in developing or implementing ICAO policies, provisions and guidance concerning air traffic management.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
