Main Purpose and Function
The Superintendent, Park Rangers is responsible for managing the day-to-day operation of the Park Ranger program. The position manages the Park Ranger human, financial and other resources in order to enhance operational efficiencies within the framework of related Park Board and City Policies, applicable collective agreements and community partnerships. A key responsibility of the position includes the establishment of a Safety Culture, upholding workplace occupational health and safety responsibilities and related training and development.
The Superintendent is responsible for managing staff while ensuring the work is completed in an efficient and cost effective manner. The Superintendent exercises considerable independent judgment and initiative, including providing expertise to other divisions and participating in the development of policies and long-range plans.
Specific Duties/Responsibilities
Enhances operational efficiencies, manages and coordinates the day-to-day operation of the Park Ranger team.
Strategically plans, schedules, prioritizes and manages the Park Ranger team responsible for, but not limited to: providing park visitor information and wayfinding; educating the public about park conservation, regulations, and by-laws; monitoring City-wide recreation activities in parks; monitoring and maintaining order and safety in parks; performing needle sweeps; protecting and securing park facilities, amenities and natural assets; monitoring and supporting special events.
Upholds compliance of the Park Board By-laws.
Establishes work processes and procedures
Responds to concerns submitted via 3-1-1, VanConnect, and other citizen feedback channels.
Establishes and maintains effective communication and coordination among staff, with other divisions and departments in the Park Board, the City, consultants, and contractors; with different levels of government, outside agencies, not for profit organizations, associations and the general public.
Participates in several groups and committees responsible for improving Parks facilities, and the service offered to the public
Ensures operational area activities are aligned Park Board and City strategic objectives
Develops, maintains and monitors service levels and resourcing plans for area of responsibility.
Leads projects to drive continuous improvement through an understanding of best practises with a focus on increasing efficiency, enhancing worker safety and engagement and improving quality of services.
Builds relationships with customers and clients to improve service levels and increase customer satisfaction
Participates in Park Board team meetings, conducts staff meetings and presents crew talks.
Provides leadership to staff, including hiring and termination, discipline, performance and attendance management, coaching, training, development and guidance. Represents the employer in the grievance process.
Performs crew audits to ensure compliance with safety, environmental and quality standards
Provides coaching on a timely basis; develops and communicates goals, Park Board and City policies, sets workplace expectations, identifies training and development needs.
Provides oversight of applicable OH&S technical and administrative requirements while promoting a safety culture within the workgroup.
Meets with employees to resolve disputes. Administers discipline in consultation with Supervisor and HR advisors. Enforces and collective agreement provisions, hears grievance meetings at Step 1 of the grievance process and consults with superiors and HR to resolve grievances at that Step.
Establishes and monitors performance and attendance management goals within the group; meets with employees to address and resolve problems.
Monitors operating and capital budgets, analyzes and investigates variances, and provides input and recommendations into the budget process.
Provides input into staffing requirements to ensure efficient use of budget allocation.
Conducts job costing, bid tendering and reviewing, and approving invoices and documentation.
Works closely with other divisions to ensure timely completion of projects in parks and facilities.
Oversees contractors and consultants, ensures goods and services are provided within parameters set by contract, identifies discrepancies and makes recommendations to address problems identified.
Maintains operational and administrative employee records including daily attendance records, completes work orders and requests, checking timesheets for accuracy and completeness, authorizes overtime, vacation, and other leaves.
Maintains and updates Driver Services related documentation.
Ensures safe work procedures are in place and followed. Investigates incidents, submits accident investigations, and represents the employer as required in OH&S committee meetings.
Prepares and submits progress and other reports.
Supports Manager in objectives and emerging priorities.
Other duties/responsibilities as assigned.
Qualification Requirements
Education and Experience:
Graduation from a university, institute of technology or college preferred, supplemented by courses in Public Safety, Health, Community and Social Justice, Criminal Justice, and Security.
Experience in Parks facilities management, project management, planning and supervisory training, Plus a minimum of 3-5 years of supervisory experience, preferably within a public sector unionized environment.
Experience in budget management.
Experience in HR management, including recruiting, dealing with discipline, representing the Employer at grievance hearings, and resolving /denying grievances.
Experience in applying organizational policies and collective agreements working in consultation with Human Resources.
Knowledge, Skills and Abilities:
Extensive knowledge and understanding of park ranger programs, park operations, and effective customer service.
Excellent knowledge of budget management.
Good knowledge of related legislation and statutes including Park Control By-laws, Criminal Code, Charter of Rights, Evidence Act, Freedom of Information and Protection of Privacy Act, Labour Standards, OH & S Standards, WorkSafe BC and Security Services Act.
Knowledge and methods and requirements to provide excellent customer service.
Knowledge and demonstrated experience in HR management, staff training and labour relations.
Good knowledge of pertinent WSBC regulations and OH&S standards.
Well-developed interpersonal skills, including ability to coach and train others.
Strong communications skills with the ability to formulate and articulate ideas and opinions. Ability to articulate goals and objectives to all parties.
Ability to set priorities and meet deadlines.
Reliable, punctual, adaptable and tactful.
Ability to plan and assign work, while managing a diverse work group.
Ability to simultaneously manage a number of projects.
Able to work under pressure to handle multiple tasks and changing priorities within deadline.
Ability to plan work programs and projects, suggest changes and revisions to maintenance plans and programs, manage organizational changes, anticipate future events to determine service delivery alternatives to ensure an efficient use of resources.
Ability to prepare reports and presentations.
Ability to resolve conflict and to lead problems solving in an inclusive positive manner with the ability to articulate goals and objectives of all parties.
Ability to work constructively and consultative with staff, various levels of government, private and public organizations, stakeholders, and residents.
Ability to build partnerships and alliances with peers, stakeholders, partners and staff.
Sound judgment and ability to effectively and professionally represent the Vancouver Board of Parks and Recreation.
Ability to work a flexible work schedule, including evenings and weekends.
