The Manager, Facilities and Development oversees a team of four and is responsible for overseeing the maintenance, care, and development of Ornge’s facilities, including regional bases. The Manager ensures that all systems, such as HVAC, electrical, plumbing, lighting, security, cleaning, and landscaping, are properly maintained and that remediation requirements for leased or purchased sites are met, to ensure the safety and security of all Ornge facilities.

Key Accountabilities:
Adheres to the operating and capital budget, forecasting, monitoring, reporting, and regularly provides status updates.
Ensures continuous improvement of facility services to create efficiencies and savings opportunities.
Implements functional policies and ensures compliance.
Assists in developing and implementing the Ornge Facility Strategic plan.
Assists with lease management and negotiations with landlords.
Communicates with landlords to ensure contract performance.
Conducts follow-up maintenance reports with landlord facility management.
Ensures compliance of Performance Agreement with Ministry of Health.
Manages work order requests and the schedules of suppliers and vendors for facilities day to day operations.
Develops requirements, business plans, schedules, implementation plans, close out, and reflective learning for capital projects.
Conducts follow-up with reports to ensure service goals are met.
Oversees the safety and security of Ornge facilities assets in a cost-effective manner.
Creates and implements fire safety plans for head office and all bases.
Forecasts and plans future safety and security plans.
Works with business units to develop facility plans and office systems standards while coordinating installation and reconfiguration of new and existing systems.
Manages staff on all maintenance activities.
Maintains knowledge of applicable codes and regulations.
Qualifications:
Degree/Diploma in Property Management or Property Specialist, Engineering or another relevant field.
A minimum of 7-9 years of experience in facilities management (managing real estate, space planning, preventative maintenance plans, and project management).
Experience in planning/leading (construction/maintenance/repair) building projects.
Certified Property Manager or certifications related to facility management, property management, or project management.
Knowledge of maintenance, environmental and facilities management practices and services.
Knowledge of federal, provincial, and local regulations, trades standards, and policies.
Strong understanding of all applicable regulatory requirements including building codes, regulations, and health and safety laws and guidelines.
Knowledge of facility-related trades (plumbing, electrical, mechanical and HVAC).
Ability to develop and interpret facilities-related contracts and drawings.
Knowledge of government purchasing and budgeting.
Ability to read property plans.
Possess excellent organizational and time management skills to provide oversight to staff on all maintenance activities.
Relationship building and strong communication skills required to coordinate with Base Managers for facility related issues and assist with lease management and negotiations with landlords.
