The Business Intelligence Consultant (BIC) provides strategic analytical advice and services to enhance the division's data analytics capabilities in the development and sustainment of accurate, consistent, relevant and timely business information to support strategic planning, decision support, public information and engagement.
BIC will help with the development of analysis / dashboards / visualizations based on provided business requirements and documentation for data reporting and business intelligence. The BIC will liaise between business, BI and DW team developers to understand/ clarify/ and document the business decision support requirements and facilitate dashboards/ analysis built to meet business needs and assist with testing & quality assurance. The BI Specialist will assist / train business users to create new analysis from scratch or modify existing analyses.
Major Responsibilities:
Prioritizes and oversees business intelligence dashboards / visualizations development integrating data that supports performance management, case management, outcome reporting
Perform complex analysis and manipulation of source data from Oracle and other data structures (flat files / text files) as business data analyst to populate business intelligence data for dashboard development
Analyze existing reports and lead the identification and documentation of business metrics / models / score cards and dashboards requirements
Liaison between business and BI & DW team developers to understand/ clarify / and document the business’s decision support requirements
Supports Business in the interpretation of performance/outcome data and creates connections between analyses to provide insight into public health data
Develops performance measures and provides input into measures to support strategic objectives
Provides recommendations that contribute to divisional/City initiatives and the effective use of human/fiscal/IT assets and services that will lead to service efficiencies and optimization of resources
Prepares reports for management / business in relation to changes in business intelligence solutions, business methods/processes including appropriate staffing levels and resource allocation
Participates in pilot projects and data mining, including trends analysis
Oversees sensitive data and follows all privacy protocols regarding information storage and extraction
Responds to ad hoc information requests through sourcing and reporting the highest quality information possible in a timely manner
Develops service standards and performance measures using the request history to guide proactive development of new products and/or processes
Oversees the development / updates of and designs business recovery and performance measures dashboards
Creates reports and consults with the Managers regarding data collection findings and recommendations
Creates decision support information from operational systems, surveys and third-party data sources, maintaining a data dictionary of all valid, tested and repeatable data constructs, data objects and information products
Develops, implements and applies sound information management standards, procedures and tools to provide consistent, accurate, timely information
Identifies, prioritizes and develops data products suitable for disclosure or contribution to enterprise open data repositories
Liaises with information providers throughout the City and other service providers and municipalities to develop and share information and data definitions
Liaises with business users and developers to ensure effective communication and addressing production data and application issues
Prepares and delivers presentations, performance measurement and benchmarking reports and data to staff, the public, external agencies, and community organizations
Develops the teams' knowledge base and oversees the continuous learning required in the Business Intelligence field
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary education in a relevant discipline such as Statistics, Data Analysis, Data Management, Project Management, etc. or an equivalent combination of education and experience.
Considerable experience as a business intelligence analyst in a data warehousing environment assisting with the implementation of Business Intelligence (OBIEE/Tableau) reports / Analysis using dimensional modeling.
Considerable experience in at least two of the following areas: Business Intelligence; Business Analytics; Business Strategy or Data Warehousing.
Considerable experience in initiating, leading and implementing proactive and progressive change for the purposes of re-designing and/or streamlining BI & Data services; in facilitating operational improvements and/or efficiencies to achieve desired results within critical time frames.
Considerable experience in conducting research, extracting data, data analysis, summarizing findings, preparing reports and research documentation.
Experience in developing Performance Management frameworks, Key Performance Measures and Indicators.
Experience designing and delivering formal group training and presentations.
Experience working on data analysis with an equity lens or with Indigenous, Black and equity-seeking communities, is an asset.
Experience with Python, R and SQL+, is an asset.
Familiarity with Agile project management principles and philosophy, is an asset.

Exceptional negotiation skills with the ability to establish positive working relationships and interact and communicate effectively with employees, divisional and corporate staff, outside agencies/and or politicians, other levels of government and members of the public.
Knowledge of regulatory compliance, governance and security related issues and incorporated best practices.
Highly developed interpersonal skills including written and oral with the ability to interact and communicate effectively with all levels of the organization.
Desired skills to design and deliver end-user training in creating new analyses or modify existing analyses in dashboard.
