Mission
Victoria Women's Transition House Society collaborates, advocates, and educates to address and prevent intimate partner violence and abuse of women and children through supportive shelter, housing, counselling, and other community-based services.
Job Overview
Reporting to the Board of Directors, the Executive Director is responsible for planning and leading the strategic, program and funding objectives required to achieve the vision, mission and values of the Victoria Women’s Transition House (VWTH). The position has direct oversight of operations including staff leadership, financial viability and growth, and delivery of quality programming and services. The Executive Director serves as a role model by building and maintaining strong relationships with the Board, staff, and broader community stakeholders.
The Executive Director is responsible for the leadership, management, and supervision of the Deputy Director, Director of Development and Communications, Director of Finance; and HR Manager in collaboration with Deputy Director.
Organizational Status
Victoria Women’s Transition House is a non-profit society based in Victoria, BC that provides client-centered programs and services to individuals and families who are or have experienced intimate partner violence. Through a trauma-informed approach, VWTH offers supportive program housing, advocacy and education to build resiliency and empowerment. VWTH currently employs over 90 staff members who support its programs and services
Responsibilities and Duties
Board Relations:
· Works closely with a cohesive Board of Directors in the collaborative development, implementation, and ongoing review of the Strategic Plan
· Supports and provides information, assistance and advice to the Board and Board Committees to ensure informed decisions are made
· Supports the Board by attending meetings and overseeing the development of the Board meeting packages
· Ensures that the Board is fully informed regarding organizational, operational, and financial performance
· Ensures effective and timely communications between the Board and staff
· Participates in regular performance appraisals and check-ins with the Board Chair and relevant Committees
· Ensures there is effective teamwork between the Board and the Executive Director
Administration:
· Accountable for operational and program priorities in relation to the Strategic and Operational Plans
· Oversees the ongoing implementation and evaluation of effective financial, operational, and administrative systems to ensure quality and timely services
· Oversees the preparation and timely analyses that capture and communicate fundraising results, variances, and performance trends
· Ensures files and information recording systems are maintained to produce current and accurate statistics and reports, and coordinate appropriate reporting regarding service delivery, program accomplishments and organizational goals
· Helps organize the AGM and special meetings of the Society as necessary
· Adheres to all of the organization’s policies and procedures
· Performs other related duties as required by the Board of Directors
Program Leadership:
· Collaborates with Executive Team to identify operational and program priorities in relation to strategic objectives, the organizational mission, and the Operational Plan
· Monitors and evaluates existing services, including short- and long-term plans
· Ensures the high quality and effectiveness of programs and services
· Ensures innovative and evolving program design and evolution to be responsive to current sector needs
· Supports the development and clarification of new or updated programming, opportunities, and resources
Community & Public Relations:
· Builds bridges and opportunities for clients, community partners, donors, funders and external stakeholders to support visibility and revenue generation
· Leads and supports government relations to build an understanding of and support for capacity building, leadership development, and good governance
· Leads and oversees the development and implementation of a strategic marketing, branding and communications program in pursuit of a positive public profile for VWTH
· Participates in and represents VWTH at community activities, initiatives, or fundraising events that positively benefit the organization
· Promotes awareness of VWTH, its programs, services, and issues related to intimate partner violence; homelessness and housing barriers
· Coordinates media relations and acts as media spokesperson for VWTH
· Maintains regular strategic engagement and positive communications with government representatives and key stakeholders
Financial & Risk Management:
· Leads the strategic financial leadership and management of the organization
· Works with the Finance Director and Executive Team to prepare the annual budget and submit it to the Board’s Finance Committee for review and recommendations
· Plans, develops, monitors, and presents the annual budget and monthly financial statements
· Oversees a fundraising program that includes prospection, cultivation, and donor recognition with direct oversight of major funding agreements
· Supports the corporate compliance officer in maintaining appropriate fiscal controls in programs to ensure operations are within the scope of the annual budget and resource allocation
· Supports the development team to research funding sources and funding proposals prior to final submission to the funding agencies
· Ensures legal and regulatory requirements are met, including applicable laws and regulations related to payroll, employment and taxation
· Reviews and maintains fiscal policies and procedures that safeguard and ensure the organization’s long-term financial viability
· Reviews, maintains and revises as necessary a comprehensive risk management plan to protect the organization, employees and volunteers from liability and other claims. Ensures all professional, licensing and other regulations are met to satisfy legal requirements
Human Resources
· Ensures a positive and respectful workplace and cooperative working relationships with employees, volunteers and other stakeholders
· Supports an onboarding process to ensure employees are appropriately trained and aligned with VWTH’s mission, principles, values, policies, and procedures
· Leads an organizational culture that is culturally safe and ethical which attracts, retains, and motivates employees to contribute to the successful delivery of programs and services
· Serves as a role model regarding the organization’s leadership principles as demonstrated in the development of employees
· Guides the HR team to Develop and implements a functional human resources strategy, including recruitment, labour relations, compensation, and employee performance.
· Participates with CSSEA and the union regarding the Collective Agreement, for unresolved complaints or grievances
· Ensures HR policies, procedures and job descriptions are developed and meet legislation requirements, such as the Employment Standards Act and WorkSafeBC
· Ensures establishment of organizational standards, health and safety programs at work sites are followed
· Provides access to skills development and training through reading, webinars, workshops, conferences, or other relevant opportunities
· Supports the success of the Executive Team through collaborative, relationship-based leadership, mentorship and coaching
· Identifies professional development activities in the Executive Director’s performance review development plan.
Qualifications & Skills
· Master’s degree or equivalent in business administration or a relevant field
· Minimum of 7 years of recent related experience providing leadership and oversight to the financial operations of a not-for-profit entity, including working with staff and a Board of Directors to oversee spending and accountability across multiple program areas
· Experience working with the media and government officials, and acting as the public representative of an organization
· Experience in labour relations issues, including recruitment, performance management, and workplace rights. Experience leading/working in a unionized environment is an asset
· Experience working in the not-for-profit sector and the Women's Transition Housing & Supports Program /Operations with BC Housing

· Strong understanding of intersectional feminism perspective to lead VWTH as a feminist organization

· Willingness to work flexible hours is required
· Valid BC driver’s license and access to a reliable vehicle is required OR Class 5 driver’s license
· Satisfactory completion of a criminal records check with vulnerable populations is required
· An equivalent combination of education, training and experience will be considered
