Learning & Development Program Manager
This role leads the design, development and delivery of strategic Learning & Development programs for BMO Capital Markets. The Learning & Development Program Manager is responsible for end-to-end program design and delivery, including on-the-ground support.
Accountabilities include collaborating with key business stakeholders to identify learning needs and design effective, scalable programs that address those needs and align to business priorities and strategy. Expert program management is essential to ensure the effective and efficient execution of all program components, including the integration of change management and communication plans.
The ideal candidate is a strategic thinker with strong execution skills, who excels at managing the deployment of multiple learning initiatives and ensuring they are delivered on time, within scope and with measurable impact.
Responsibilities:
Program Design & Development
Design comprehensive learning programs that address the specific needs of the audience and align to business priorities and strategy.
Identify target participants to participate in learning programs.
Identify and select appropriate vendors and speakers to deliver learning content, ensuring they have the expertise and are aligned with program goals and audience needs.
Prepare vendors and speakers in advance of programs, providing program context and day-of details, ensuring alignment with key messaging and program objectives.
Conduct needs assessments to identify skill gaps and tailor learning programs accordingly.
Iterate program design based on participant and stakeholder feedback.
Conduct industry research and stay apprised of best practices to help inform new ideas and innovations in program design.
Stakeholder Collaboration
Develop strong relationships and work in close collaboration with key business stakeholders, HR partners and learning forums to develop a deep understanding of the business, and their needs and priorities.
Socialize programs and gather input from key stakeholders to ensure programs address the needs of the business and align key messaging.
Leverage relationships to drive engagement, increase attendance, and reinforce the value of learning programs through targeted communication and advocacy.
Build relationships with other learning teams across the enterprise to share best practices and identify opportunities for collaboration in support of enterprise needs and priorities.
Program Management & Delivery
Develop and manage detailed projects, change management and communications plans, to ensure timely and efficient execution of all program components.
Host learning programs delivered by external vendors or business partners, ensuring a seamless experience for participants.
Monitor and report on learning metrics and program effectiveness, using data to refine programs to maximize engagement and impact.
Manage program correspondence, including responding to participant inquiries and questions, and leverage this feedback to strengthen the overall program experience.
Qualifications:
Typically, between 5-7 years of relevant learning and development experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
Experience in learning design and facilitation – Expert.

The salary range provided reflects BMO Financial group’s compensation range for the grade band associated with this position.
Salary placement within the range outlined above is role-based and will vary based on factors such as location, skills, experience, education and qualifications for the role, and may include a commission structure. These ranges were determined by a market-based compensation approach; we used data from trusted third-party compensation sources to set consistent, and competitive ranges. We regularly evaluate compensation, identify any changes in the market and adjust our ranges and existing employee compensation as needed.
Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
