Job DescriptionREF: #001In this role, you will provide the services of a SME to support the engineering and sustainment of Tactical Communications Radio Frequency bearer equipment., firmware, and systems. These could include combat net radios, line of sight data radios, wide area microwave and satellite communication sub-systems. Tasks will include:- Draft, review and/or provide comments on the RF bearer Certification Plans, Certification Reports, Authorization For Use, In-Process Accounting Plans, Production Plans, Security Communication Plans, Key Management and Distribution Plans & Solutions and Site Connectivity Checklists.- When directed, liaise with OGD including the Canadian Security Establishment, Public Services and Procurement Canada Industrial Security Division and Public Safety and Emergency Preparedness Canada.- Provide technical advice on tactical RF bearer systems to guide various committee's and working groups, System Management tool capabilities (Planner, Platform, SPEED), and future Tactical Communications technology capability development and planning (including operational requirements, software defined radio standards compliance, radio systems interfaces and interoperability, spectrum interoperability, as examples)- Advise on RF bearer system technologies at a level of expertise sufficient to help guide DND on strategy for program execution and project planning.- Liaise with Land Command Support System architects and designers to align RF bearer engineering development with MD (Mobile Domain) requirements. Advise and guide CNRE SPRs, observations, and enhancements.- Advise on problem reports, enhancements and associated designs to be considered as part of each next system baseline for RF bearer firmware and the overall roadmap.- Advise on work priority to ensure stability and robustness are maintained and high value enhancements are implemented.- Participate in and advise on technical investigations for improving LCSS Tactical Communications RF bearer capabilities.- Advise and assist on regression qualification activities, participate in qualification testing activities, advise and assist on obtaining Functional Configuration Audit (FCA) / Physical Configuration Audit (PCA) of hardware and firmware, and assist in monitoring progress and SI activities.- Provide advice in the field of RF propagation theory and application.- Conduct IV&V on technical deliverables including but not limited to Specifications, Design Documents, Interface Control Documents, problem reports, test plan, test procedures and test reports.- Assist in representing RF bearer capabilities at MD System level, to include reviewing CR and associated systems engineering activities and providing advice on impact and technical feasibility.- Other duties as required. Qualifications- Proof of STEM (Science, Technology, Engineering, or Math) Bachelor's Degree in network, software, computer, systems, electrical or a suitable engineering or technical field. - Experience in at least 4 of the following assessment area's (72 months in the last 96 months)analyzing, designing and implementing communications systems within military platforms.communications systems integration on military platforms (hardware, software, and network) including cryptographic devices.analyze platform information flows and provide platform integration options to meet immediate requirements and minimize the work for planned and projected upgrades.specify and test to military standards (e.g. MIL-STD in the following areas: DC power systems, shock and vibration, temperature, hardening or cabling) conduct options analysis for communications system integration in new and existing military platform andlife-cycle management of communications systems within military platforms.- Minimum 72 months experience in the last 96 months in the preparation of technical concept documents, system specifications and technical proposals in the field of Information Technology, Information Management or Engineering.- Minimum 96 months of experience in each of the following assessment area'scommunicating information technology frameworks and strategies to management and technical staff.communication system engineering direction for projects or systems.providing advice, guidance and recommendations on technical issues to support the decision making of senior management.leading multidisciplinary teams in the development of IT tactical systems, frameworks or strategies.performing strategic, operational, or tactical planning for projects or systems to meet corporate strategy.- Must hold a valid Secret level 2 clearance with PSPC.
