Job Summary The Sourcing Lead – Construction will be responsible for proactively managing UBC’s key spend categories and managing end-to-end procurement activities for his/her assigned area, the Project Services team within UBC’s Infrastructure Development unit. The successful incumbent will engage and understand the needs of the faculty/admin units and will act as a key contact and subject matter expert. The Sourcing Lead – Construction is responsible for: Proactively developing comprehensive sourcing strategies, developing and leading cross-functional teams, leading sourcing activities of high/unusual technical and analytical complexity Working with the Project Managers and other key stakeholders in the Project Services team to lead the development of sourcing strategies for construction projects to ensure that the goals and objectives of this group are met and that the needs of the University are maintained through the end-to-end procurement process Leading the procurement forecast planning for the Project Services group, working with the client group to understand and plan for upcoming projects Ensuring that procurement projects are appropriately assigned to Procurement staff supporting the Project Services group, working with the Procurement Sourcing Manager to ensure that processes are working effectively and team capacity is being actively monitored in order to manage workload Actively coaching and mentoring other Procurement staff supporting the Project Services group to improve the overall skill level within the team Working on process improvement initiatives such as developing vendor management strategies, analyzing procurement activities, leading project teams and recommending improvements Organizational Status Reporting to the Procurement Sourcing Manager, the Sourcing Lead will liaise and work closely with all levels of Financial Operations and Project Services staff and establish and maintain close working relationships with administration, management, faculty and staff of all levels across the University. Provides consultation and directs work to departmental Buyers and Procurement Officers. Work Performed The Sourcing Lead – Construction works independently and proactively to support Project Services. The Sourcing Lead – Construction’s main areas of responsibility are: construction tendering processes; procurement strategy development and strategic procurement of construction, renovations, equipment, services and supplies; supporting supplier relationships; providing expertise and guidance to staff engaged in supply chain activities; and managing the assignment of work within the Project Services Procurement Team. Sourcing – constructions, goods and services Leads cross functional sourcing teams through all activities within the sourcing methodology to meet client desired outcomes, in alignment with project timelines and milestones Considers best and common practices within construction procurement, including consideration of external factors and governance/regulations relating to construction and public sector construction procurement, and aligns with the client on desired project outcomes and develops the Procurement Strategy to achieve desired outcomes Leads site visits in support of competitive procurement processes, as required Manages the RFx process to ensure strategy elements are reflected in the competitive procurement process to enable the selection of strategic suppliers and is responsible for awarding a contract with consensus from the respective department and all required pre-approvals Review tender and award documentation with respect to the developed evaluation criteria. Advises the client, when needed, on how best to articulate UBC’s requirements through the tender documentation and how to develop the evaluation criteria Provides consistent sourcing and contracting activities through the use of standard tendering document templates (primarily Request for Proposals, Request for Qualifications, Request for Tenders), maintaining adherence to established Supply Management sourcing processes, including pre-qualified supplier lists, and practices. In complex or unique situations, develops solutions to overcome challenges whilst adhering to the University’s standard practices Uses the CCDC suite of documents, considering common issues and plans accordingly, provides advice and guidance to clients of which documents are best suited to the project, and works with client to agree on the appropriate documentation Analyzes bid responses to evaluate the total cost of ownership, that the product or service are fit for purpose and that the associated terms and conditions optimize the total cost of ownership for the University. Be responsible for ensuring that pricing is competitive by commissioning benchmarks as needed during the lifetime of the deal. Works in multiple systems to support client activities (Microsoft NAV, CPM, etc.) Drives sourcing initiatives, leads negotiations, and manages supplier relationships for more sophisticated suppliers Ensures that all procurement is in compliance with regulations and laws and related procurement practices and in accordance with the University’s policies, including but not limited to Capital Policy, signing resolutions and practices Promotes and adopts Sustainable Supply Chain concepts and other key objectives for UBC where appropriate Procurement Planning Leads the procurement forecast planning for the Project Services group, working with the client group, particularly the Project Managers, to understand and plan for upcoming projects. Maintains forecast of procurement work, complete with timelines and ensures appropriate work assignment and progression to meet timelines. Provides updates at client project and status meetings. Develops sourcing plans for key client projects, with milestones and deliverables and ensures that team is performing to project milestones Identifies and develops overall sourcing initiatives which meet the needs of the University. May recommend opportunities/ strategies based on research of institutional spend, end-user impact, feedback and activity along with market analysis Identifies strategic suppliers and build relationships with them Leadership and Mentorship Ensures that procurement projects are appropriately assigned to Procurement staff supporting the Project Services group, monitors capacity within the team and escalates to the Procurement Sourcing Manager as needed Coaches and mentors Procurement staff for enhanced learning and growth in Construction Procurement Strategies, improving the overall level of expertise within the team with regard to construction procurement, including but not limited to the knowledge of CCDC suite of documents and common issues Actively engages, advises, and mentors Project Services staff to develop their skills surrounding procurement and support diverse sourcing and contractual activities, providing procurement and contractual expertise and guidance, and delivering procurement process education. Maintains active relationships within Project Services and Financial Operations, and provides technical knowledge/assistance for routine and complex situations, to enable successful end to end processes Analyzes current procurement activities and recommends improvement through more efficient procurement methods. Reports on lessons learned to the Procurement Sourcing Manager Coordinates and resolves problems with end user department and suppliers Provides guidance and assistance to faculty and staff in all aspects of procurement, including the interpretation of related policies and procedures Demonstrates the procurement function as an effective resource for addressing supply chain issues within UBC Develops and provides recurring Project Status Updates for all key internal stakeholders Participates in the identification and development of business process improvements to enhance operational efficiency by identifying and pursuing opportunities to streamline processes (such as standardized reporting procedures, innovative payment methods, key performance indicators and benefits tracking) Oversees the gathering of information for monthly reporting and dashboard requirements Consequence of Error/Judgement Supply Management and the procurement processes governed therein play a key role in enabling the University to achieve its goal of becoming one of the world’s leading universities. The Senior Procurement Officer is a key stakeholder and plays an important role in the successful delivery of optimum procurement tools for Project Services. Decisions and actions taken or ignored by the Senior Procurement Officer will have a direct impact on how efficiently and effectively the systems and processes will perform and function. Errors in judgment or failure to act decisively could have a detrimental effect within Project Services, Supply Management and on the campus at large. Recommendations made by the incumbent which have been poorly analyzed can lead to increased costs to the University, and/or negative legal consequence. Failure to uphold Supply Management s Mission Statement and ethical principles could result in a loss of confidence in Supply Management s leadership within the UBC community. Supervision Received Works autonomously under broad directives received from the Procurement Sourcing Manager. The incumbent works collaboratively with all staff within the Project Services group, Supply Management, and the campus community at large. Decisions have a direct impact on the success of Project Services and Supply Management s operational goals, policies and procedures. Performance is evaluated against project and/or objectives, as measurable results are achieved. Day-to-day direction will be provided by the Director, Project Services or designate. Provides guidance to departmental Procurement Officer and Buyers in matters of professional practice. Minimum Qualification Undergraduate degree in a relevant discipline required (e.g. B.Comm.) Knowledge and experience with an integrated Enterprise Resource Planning (ERP) system.
