The TRIUMF Office of Research Services (ORS) works with and supports TRIUMF’s research community to advance groundbreaking discoveries through grants facilitation, navigating complex agreements, managing compliance requirements and overseeing TRIUMF’s intellectual property. It also acts as a resource to the TRIUMF community to navigate existing, new and changing requirements from various levels of the Canadian government and international regulations on national security guidelines and global trade compliance. BASIC FUNCTION: This position is responsible for supporting TRIUMF’s compliance with regulations, rules and guidelines related to research security and trade compliance. The incumbent will provide guidance and support to members of the TRIUMF community to ensure compliance with export controls, controlled goods and sanctions regulations and requirements. The incumbent will also provide support to researchers with the preparation, review and ongoing administration of research security risk assessments, as well as the implementation and ongoing compliance of risk mitigation plans which researchers submit as part of their grant proposals, in accordance with the guidelines, principles and practices of safeguarding research. RESPONSIBILITIES: Conducts OSINT due diligence checks and prepares reports and/or briefings regarding research security issues. Assists with vetting employees, visitors, partners, suppliers, end-users etc. Assists the Logistics Department with clearing exports prior to shipment. Identifies, guides, reviews, and processes safeguarding research/research security risk assessment forms. Provides guidance and support for the completion of risk mitigation plans. Works with the ORS team to monitor projects and partners and identify new or evolving risks. Assists with the preparation and delivery of presentations and briefings. Contributes to the development of processes, standard operating procedures and guidelines. Remains up-to-date on the ever-changing regulatory environment and assists with implementing the required changes at TRIUMF. Responsible for a high level of awareness regarding developments domestically and internationally that are relevant to the research security and trade compliance portfolio. KNOWLEDGE AND SKILLS: Recent experience with and demonstrated knowledge of Canadian public policy regarding research security and geopolitical risk is an asset; Up-to-date knowledge of federal, provincial, international and local rules and regulations regarding institutional compliance, responsible conduct of research including scholarly integrity and research misconduct, research security, breaches and conflicts of interest and commitment; Experience in conducting open-source intelligence gathering; An understanding of export controls and sanctions; Demonstrated ability to consistently apply high-level critical thinking, sound decision making, and clear communication skills in a high value, fast-paced environment is required Strong written and oral communication skills. Experience providing presentations and briefings to all levels is an asset; Flexibility to deal with changing priorities; Ability to work independently and collaboratively in a team setting; Highly proficient in the use of Microsoft applications (Word, Excel, Outlook, and Powerpoint) is required; Proven ability and natural inclination to develop relationships by interacting with people in a professional, respectful and diplomatic manner; Must exude a high degree of confidentiality, tact and discretion in dealing with sensitive and confidential matters; Highly detail oriented with strong research skills and the ability to prepare clear guidance resources on due diligence or other compliance procedures is an asset. MINIMUM QUALIFICATIONS AND YEARS OF EXPERIENCE: A university degree is required, either an undergraduate degree combined with significant work experience in a relevant area, or a graduate degree with work experience in an academic or funding agency environment, a legal office or working with open-source intelligence gathering and research, OR an equivalent combination of education, training and experience. A minimum of two years of relevant work experience. Demonstrated experience in a research environment, preferably in an institutional setting (post-secondary, government or agency), and in administrative procedures.
