Job Description: Job Summary The Property & Facilities procurement Category Manager will lead the sourcing and Procurement strategy for a wide range of Property & Facilities Centre of procurement excellence. Procurement categories covering: Projects, Compliance, Reactive, Energy, Facilities, Environmental, Net zero, waste & washroom, Security, Catering & Cleaning, Textile recycling, Governance, total facilities management, Clinical Waste/Nursing. Responsible for one Category Specialist with depth of market expertise in order to support and advise senior stakeholders across the range of category business functions. Develop and execute category plans that achieve The Salvation Army’s (TSA) objectives, achieving the best value for TSA whilst managing procurement risk. Key Accountabilities Lead strategic procurement initiatives by developing and executing the Building and Facilities Category Plan. Act as the main liaison for senior stakeholders across functional areas within your portfolio. Implement procurement strategies and policies in collaboration with the Director of Procurement to ensure high-quality services. Conduct detailed market and supplier analysis to inform planning and identify best value opportunities. Manage risk actively, maintaining updated contract databases and contingency plans for volatile markets. Ensure ethical sourcing practices, minimizing financial, contractual, and reputational risks. Foster a strong organizational culture and business relationships to enhance The Salvation Army’s reputation. Oversee full sourcing lifecycle, from strategy to supplier negotiation, contract management, and implementation. Promote procurement excellence through governance, commercial insight, and effective business case development. Drive savings and value creation, managing supplier performance and supporting continuous improvement initiatives. Education and Experience Qualifications Bachelor’s Degree in Business or Accounting; or College degree/diploma in finance and accounting. Supply Chain Management Professional (CSCMP) is an asset. Proficient use of Microsoft Office applications (especially Excel worksheet), Office 365, Microsoft Outlook, Windows 10 Operating System and various databases. 3-5 years of category manager experience preferably in non-profit sector Extensive Supplier Relationship Management with proven expertise in high-spend, high-risk procurement, including GDPR compliance in software contracts. Proficient in end-to-end sourcing, including running tenders, RFPs, and contract drafting across various categories. Strong project planning and delivery capabilities with consistent track record in managing complex procurement projects. Effective in resolving procurement-related issues, with demonstrated problem-solving skills and resilience. Achieves cost savings and KPIs, consistently delivering individual targets and measurable outcomes. Skilled in stakeholder management, building relationships across diverse internal and external groups. Strong communication and negotiation skills, both written and verbal, with the ability to influence outcomes. Commercial and analytical acumen, with sound financial understanding and applied mathematical skills. Organized and adaptable, capable of multitasking while maintaining professionalism, integrity, and ethical standards. Compensation: The target hiring range for this position is $58,477.54 to $73,096.93 with a maximum of $87,716.32. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
