This non-State position is responsible for managing the financial analysis and reporting activities of the section. The Financial Analysis Manager reports to an administrative superior and is responsible for planning and directing the work of professional staff engaged in asset management of government programs, identifying problems and developing solutions and providing instruction and training to agency personnel regarding programs, systems, policies and procedures.
Description of Occupational Work
The Financial Operations and Reporting Manager leads the agency’s financial reporting, strategic fiscal planning, and data-driven decision-making processes. Reporting to an administrative superior, this position provides visionary leadership to professional financial staff, while also modernizing and managing enterprise financial systems. The manager ensures compliance with GAAP and State regulatory requirements, develops financial strategy aligned with agency goals, and advises executive leadership on key fiscal initiatives. Responsibilities include managing contract negotiations, overseeing cash basis and GAAP-based reporting, supporting bond issuances, and drafting financial components of legislative proposals.

Leads, mentors, and evaluates a team of financial professionals, cultivating high performance and professional development.
Directs the preparation of GAAP-compliant and cash basis financial reports for State and agency stakeholders.
Implements and optimize enterprise-level financial systems and analytical tools to ensure accurate, timely reporting.
Presents complex financial analysis to senior leadership to support strategic decision-making and policy planning.
Oversees the preparation of bond offering statements and other legislatively required fiscal documentation.
Collaborates across departments to align reporting with program objectives and fiscal sustainability.
Designs financial models and scenario planning tools to evaluate operational impacts and funding alternatives.
Negotiates contracts related to financial operations, ensuring compliance, performance monitoring, and fiscal responsibility.
Performs related work as required.
Knowledge, Skills, and Abilities

Knowledge of Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.
Knowledge of enterprise financial systems and data analytics tools such as Power BI or Tableau.

Ability to lead change in a financial organization, including modernization and automation initiatives.
Ability to communicate complex financial data clearly to diverse audiences, including executive leadership and legislative stakeholders.
Ability to supervise professional staff and manage cross-functional project teams.
Ability to interpret and apply financial, accounting, and regulatory policies in a public sector setting.
Ability to oversee financial reporting in support of bond issuance and agency credit ratings.
Minimum Qualifications
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Experience in accounting, including preparation of financial statements using GAAP.
- Experience in financial analysis and forecasting to support budgeting, planning, and compliance.
- Experience developing strategic financial recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives..
- Experience interpreting and applying accounting laws, regulations, and standards.
- Experience in narrative report writing and presentation of financial results to leadership.
- Experience with staff supervision including evaluation, training, and development.
- Experience preparing financial documentation for bond issuance or fiscal legislation.
- Experience implementing or managing financial systems and data analytics tools
