Here is what you will be doing: Reporting to the Manager, Privacy, the Senior Privacy Specialist will work with various teams across Ontario Health and sector partners and stakeholders to ensure the timely, efficient and quality delivery of privacy products, activities and services. The Senior Specialist will support, and lead activities related to the development, implementation, and maintenance of and adherence to the Ontario Health (OH) Privacy Program. The individual will be part of a dedicated team of privacy professionals that lead the development of a fit-for-purpose privacy program for some of the most exciting and transformative health initiatives in Ontario. The individual is responsible for various functions and activities of the Privacy Office, by applying and further improving privacy analysis, acting as an advisor by completing privacy impact assessments and providing consultation on a diverse range of complex, multi-stakeholder health privacy issues and Information Technology (IT) initiatives. The Senior Privacy Specialist will play an important role in championing and establishing privacy-by-design principles and best practices for OH. Here is what you will need to be successful: Reporting to the Manager, Privacy, the Senior Privacy Specialist will advise Ontario Health programs and teams to support and guide their compliance with privacy rules and regulations. In this role, you will be part of a team that leads the development of a privacy program for some of the most exciting and transformative initiatives in Ontario. As a Senior Privacy Specialist, you will be responsible for: Research, develop and make recommendations for privacy policies and procedures improvement. Conduct privacy impact assessments identifying and assessing for potential or actual risks for medium to high complex initiatives, with some support of junior staff. Will prepare recommendations and risk mitigation strategies Support investigating privacy incidents, patient inquiries, and privacy requests of any kind Provide privacy advisory and support to business teams. Lead and/or participate on OH, regional or provincial committees or project teams as the privacy Subject Matter Expert. Identify and recommends privacy requirements, controls and solutions and the approach to deliver them. Develop strong relationships with various internal and external stakeholders to foster a culture of privacy. Respond and provide advice and legislative interpretation for information and access requests, consent management requests, complaints or inquiries, appeals and privacy issues under the Personal Health Information Protection Act, 2004 and the Freedom of Information and Protection of Privacy Act. Support privacy program projects and activities to improve the efficiency and effectiveness of the Privacy Office. Develop and deliver privacy training for Ontario Health. Collaborates with IT, Development, and other Ontario Health Enterprise teams to ensure cross-portfolio alignment of appropriate privacy processes, controls to ensure compliance with privacy laws and policies. Other duties as required. Education and Experience Hold a bachelor’s degree in health, policy, IT, security, law or a related discipline or equivalent education/experience. Master’s or equivalent education/experience is preferred. A minimum of 3 years’ relevant privacy experience, including for example prior experience conducting privacy impact assessments or providing privacy assurance services. Health Privacy or public sector experience is preferred Recognized privacy designation (CIPP/C) is preferred. Recognized security certification or designation is an asset. Direct operational level privacy experience preferably in a health sector and/or IT environment is considered an asset. Knowledge and Skills Demonstrated knowledge and experience of access and privacy requirements and practices, preferably related to the health and public sectors. Ontario’s Personal Health Information Protection Act, 2004 (PHIPA). Ontario’s Freedom of Information and Protection of Privacy Act (FIPPA). Thorough understanding of “privacy-by-design” and best practices. Experience with conducting and/or providing oversight for Privacy Impact Assessments including developing privacy requirements, risk mitigation plans, corporate policies and developing and/or delivering training content. Knowledge of technology architecture and infrastructure, digital health solutions and services, enterprise and corporate IT including information and cyber security preferred. Working knowledge of digital health technologies and information security industry standards. Excel in a fast-paced and project focused environment. Exceptional analytic and creative problem-solving abilities. Strong written and verbal communication.
