The Manager for Property and Program Management is a strategic leadership role responsible for overseeing all aspects of wireless cell site property management while directing the Program Management Office (PMO) for major wireless network initiatives and programs. This dual-function role requires a seasoned professional who can effectively manage complex real estate portfolios while ensuring seamless execution of large-scale wireless infrastructure programs across TELUS's network expansion strategy
Together, we will:
Manage and bring digital transformation to our Property Management group, driving efficiencies and advanced reporting that allows the teams to effectively manage and maintain agreements.
Develop and embody robust PMO practices that allows the Senior Program Managers within the team to be highly effective, independent and successful in driving major programs
Collaborate on bringing innovative solutions like virtualized and Open RAN (O-RAN) networks from concept to fruition, positioning TELUS as a leader in next-generation wireless infrastructure.
Oversee multiple concurrent wireless implementation programs including advanced technology rollouts, network densification programs, and special event preparation

What you’ll do
Lead and Develop Your Team
Manage a dual-function team of Real Estate as well as Senior Program Managers, fostering a culture of innovation and continuous improvement
Provide mentorship and guidance to team members, helping them grow their skills and advance their careers
Facilitate cross-functional collaboration with other departments to ensure aligned strategies
Strategic Property Portfolio Management
Manage relationships with property owners, landlords, and real estate agents for inbuilding sites, rooftop installations, and ground lease agreements
Develop and implement property management strategies aligned with network expansion and operational goals and budget constraints
Develop and implement utility management strategies
Negotiate on-time lease renewals to optimize cost and operational efficiency
PMO Strategy & Governance
Lead and develop the Wireless Network PMO team
Establish PMO standards, methodologies, and best practices for programs
Develop and maintain program governance frameworks, risk management protocols, and quality assurance processes
Create and manage program dashboards, KPIs, and executive reporting mechanisms
Program Execution & Delivery
Oversee multiple concurrent wireless programs including network rollouts, new technology introduction and other complex programs
Ensure programs are delivered on time, within budget, and meet quality standards
Coordinate across cross-functional teams including Devices, RAN Development, RF Engineering, Implementation, Operations, and Capital Management
Manage large program budgets
Facilitate program steering committees and executive reviews
Continuous Improvement & Innovation
Drive process improvements and automation initiatives within the PMO
Implement project management tools and technologies to enhance efficiency
Develop training programs and capability building for Program managers
Foster a culture of continuous improvement and operational excellence
Qualifications
What you bring
Technical Expertise: Deep understanding of wireless network infrastructure and cell site requirements. Ability to understand contracts, legal context, and an understanding of the regulatory requirements surrounding Wireless infrastructure
Leadership: Exceptional leadership and team management abilities, coupled with strategic planning and digital transformation leadership.
People Skills: Strong coaching, mentoring abilities, and effective communication skills across various stakeholders.
Innovation: Proven innovative mindset, adaptability, and analytical problem-solving.
Operational Excellence: Experience in automation, project management, and risk management.Ability to work in fast-paced, dynamic environment with competing priorities
Business Insight: Customer-focused approach, understanding telecom trends, cost optimization, and aligning initiatives with business goals.
Bachelors Degree in Engineering, Appraiser, Administration or a related field, Master's degree or MBA preferred
8+ years of experience working in the telecom industry, with 3+ years experience managing teams
Great-to-haves
AI/ML Experience: Development of AI-powered solutions, and demonstrated success leveraging AI to solve business problems.
Knowledge of GIS systems and site planning software
Certifications: Specialized certifications in network technologies and executive leadership.
PMP (Project Management Professional) certification
Experience with 5G network deployment
Deep understanding of contracts, experience with Contract negotiation
SAP knowledge/Excel
Understanding of Canadian real estate laws and regulations (civil code, common law)
Advanced knowledge of English is required because you will most of the time interact in English with internal parties (colleagues, internal partners, stakeholders, etc.); and work with IT tools whose interface is only accessible in English as part of this position's main responsibilities given its national scope.
