This position works in the Building Inspection organizational unit. This is
building inspectional and regulatory work at the full working level. An employee
of this class inspects large or complex residential, commercial, and industrial
construction, repairs, or alterations to ensure compliance with Building and
Zoning by-laws and B.C. Building Code. Field work involves inspecting
construction to ensure that design, material, workmanship, and safety features
meet or exceed standards and conform to approved plans and specifications.
Duties also include assisting in training of subordinate Building Inspectors,
performing plan checking tasks on a temporary basis. The work is distinguished
from that of the Building Inspector 1 and 2 classes by the wider and more
complex range of construction projects assigned and by the greater independence
of action and judgement permitted in performing inspectional tasks. Inspects
large or complex residential, commercial, and industrial projects as frequently
as necessary during construction, alterations, and repairs to determine
conformity with approved plans and applicable sections of Building, Zoning and
Sign by-laws, and the B.C. Building Code and other regulations. Performs
ancillary inspectional functions detailed in the Building Inspector 1 and 2
class specifications as required. Surveys fire damaged buildings prior to
repair. Performs related work as required.
Qualifications include graduation from an Institute of Technology with a Diploma
in Building Technology and considerable experience as a Building Technologist
and/or Building Inspector 2; or an equivalent combination of training and
experience. Thorough knowledge of by-laws, acts and regulations related to the
work. Thorough knowledge of standard practices, methods, materials, tools, and
equipment used in building construction. Ability to interpret Bylaws,
regulations, plans and specifications quickly and accurately. Ability to
recognize faulty construction or hazardous conditions pertaining to structural
stability of buildings. Ability to understand, interpret and enforce regulations
impartially and tactfully. Ability to operate office equipment and computer
applications (e.g. Word, Excel, Geographic Information System, Energov
Permitting and Land Management System). Successful completion of the Building
Officials Association of BC (BOABC) Level 3 Exam(s) and a Driver's License for
the Province of British Columbia is required.
