Senior Climate and Sustainability Specialist
Infrastructure Services Department
(Eighteen-month contract position, 35 hours per week)

The Town has a contract opportunity available for the position of Senior Climate & Sustainability Specialist. Reporting to the Manager, Transportation & Development, this position leads and manages complex multi-stakeholder, public-facing programs, initiatives and projects to establish, plan and achieve the Town’s climate and sustainability goals. This position is an eighteen (18) month contract, anticipated to begin September 2025.
Job Duties:
Responsible for the development and/or implementation of initiatives such as the Corporate Climate Adaptation Plan, Community Climate Action Plan, Sustainable Neighbourhood Action Plan, Future-Ready Dufferin, Stormwater Consolidated Linear Infrastructure Environmental Compliance Approval, and the Municipal Energy Plan.
Developing and implementing corporate and community programs, strategies and policies; providing advice to Committees, Council, Department Heads, external groups, and the public; developing and promoting operational and institutional changes to ensure Greenhouse Gas (“GHG”) emission reduction; reviewing and managing site contamination as assigned; conducting research and analysis for the purpose of GHG emission reduction initiatives, developing education programs, preparing a GHG inventory, organizing consultations, and co-ordinating policy research; and working with staff to identify actions and projects to reduce the Town’s environmental footprint.
Developing and advancing Sustainable Neighbourhood Action Plans; leading aspects of the Town’s urban forestry program, including action plans to enhance the Town's urban forest; developing long-term initiatives related to adaptation and mitigation of climate change; and acting as a resource for other departments in implementing projects in accordance with business unit objectives.
Representing the Town on various external working groups, attending meetings, training and providing input on workplans and reports; collaborating with staff to ensure compliance with the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI-ECA), participating in RFP development stormwater projects, providing oversight of implementation of the Stormwater Needs Assessment Report; acting as a subject matter expert and liaison for Sustainable Orangeville, attending Committee meetings, co-ordinating events and promotion on behalf of the Committee and providing input on their workplan including completing an annual report to Council; and partnering with the Credit Valley Conservation (CVC) Authority to complete the Flood Hazard Identification and Mapping Program and the Erosion Risk Analysis project.
Developing and overseeing rebate and incentive programs as relates to climate resiliency and adaptation; managing capital projects including the Mill Creek Rehabilitation Project, the Snow Dump Assessment Study, Stormwater Assessment and Needs Study and others; overseeing the consultant, managing project budgets, reviewing technical draft submissions and ensuring the workplan is carried out according to the contract; developing and leading the Town through the deliverables outlined in the CLI-ECA including the annual report, the development of the O&M Manual and Monitoring Plan and ensures new developments are in compliance with the CLI-ECA.
Reviewing, refining and/or developing by-laws, policies and guidelines related to environmental matters, including sediment control, low impact development (LID) options, stormwater management, site alteration and green development standards.
Reviewing, providing technical expertise as a subject matter expert on a variety of stormwater management, and climate adaptation and mitigation projects; preparing technical presentations and presenting them at conferences, workshops, technical committees and meetings of various levels of government including CLI-ECA Reporting.
Identifying opportunities for funding, leading the application process for funding programs and innovative pilot projects; developing, implementing and monitoring such projects, including supporting and guiding stakeholders in identifying potential funding and incentives for climate change, sustainability initiatives, and Capital Projects that will motivate each sector to implement environmental components into their projects.
Preparing and reviewing technical documents and applications to ensure environmental requirements and commitments are included such as providing advice and guidance on issues related to the protection of natural habitats in efforts to sustain and enhance biodiversity and in alignment with the Town’s Sustainability and Climate Plans.
Preparing tender packages/RFPs and actively participates in the evaluation of bids; makes recommendations to the Manager on the award of contracts, and carrying out the implementation, evaluation, and completion of the contracts.
Acting as project manager for projects relating to climate change and sustainability such as creek rehabilitation, stormwater and energy planning, overseeing the consultant, managing the project budget and workplan, providing a technical review of deliverables and ensure the project is carried out in accordance with the executed Contract.
Reviewing best practices in other municipalities for the purpose of developing climate adaptation initiatives and public education programs and implementing technical plans or specifications that could reduce impacts of municipal practices and projects.
Preparing reports and presentations for senior management and Council for the purpose of obtaining approvals to implement the measurement and monitoring protocols.
Implementing, monitoring, tracking and evaluating each of the Sustainable and Climate Plans, ensuring progress reports are completed on-schedule and report reviews are undertaken and Plans are updated accordingly.
Other duties as assigned.
Qualifications:
Post-secondary degree/diploma in Environmental Sciences and Environmental Sustainability, Climate Change, or
post-secondary graduate degree in Environmental Science, Bio-resource; Environmental Management or Climate and Environmental Change Science & Policy; or
the equivalent in combined education and experience.
Minimum five (5) years of related experience in the environmental field; specifically, climate change, sustainability and/or asset management and previous experience leading or working with cohesive teams on program implementation.
Knowledge of the Environmental Protection Act, Building Better Communities and Conserving Watersheds Act, Ontario Water Resources Act, Climate Change Mitigation and Low Carbon Economy Act, Drainage Act, Environmental Assessment Act, etc.
Demonstrated knowledge of analysis and research techniques in environmental sustainability preferably within climate change including methodology and tools used by the Intergovernmental Panel on Climate Change (IPCC).
Demonstrated understanding of climate change issues, asset management and sustainable development, construction and reconstruction within the context of municipal government.
Good organizational, project management, problem solving, report writing, ability to work independently with minimal supervision, strong research and analytical skills, and excellent communication and documentation skills.
Proficient in Microsoft Office and working knowledge of computer software and techniques applicable to the areas of inventory databases, such as ArcGIS.
Valid Class G driver’s license.

Salary Range: $86,450.36 to $101,134.69, Band 10 on the Town’s 2025 Pay Grid, plus a contract benefits package
