Ottawa, ON., (CAN.), Hybrid Position Summary Reporting to the Manger, Contracts and Subcontracts, the Contracts Manager ensures the applicability of contractual commitments, identifies financial and contractual risks, and participates in the negotiation of contractual clauses. During the project phase, the Contracts Manager supports the Project Manager, guarantees strict compliance with contractual commitments through to their completion, reports on potential issues, proposes actions to minimize risks, looks for opportunities and, when necessary, compiles pre-litigation documents. Key Areas of Responsibility Key Accountabilities: Manage a high-profile, high-value defence contract using a relational contracting model. Draft, structure, implement and manage contractual documents based on internal processes in order to establish and maintain a good business relationships with customers. Participate in the preparation of bids and proposals packages following internal processes, from bid-no-bid decision to contract implementation and management. Prepare contractual memos for internal gate approval processes. Interpret and communicate the extent of applicability of various contractual provisions to internal project execution teams. Participate in the negotiation of price, delivery, and terms and conditions with customers. Liaise with Procurement, Finance and other departments to ensure the adequate flow-down of prime contract terms and conditions to suppliers and subcontractors, and provide negotiation support on complex subcontract negotiations where required. Establish and maintain solid working relationships with internal and external customers. Stay apprised of the evolution of all assigned projects through attendance at various internal and external meetings. Report on risks, issues, successes and failures to the Legal and Contracts Director, through internal cyclical reviews, and to the customer. Implement and promote best practices and compliance policies in accordance with Thales Group guidelines; May be partnered with Senior Contracts Manager. Support periodic internal and external audits; and, monitor risks, escalate issues and propose action plans or solutions. Minimum Qualifications University Degree or equivalent experience; A minimum of three years’ experience working in business support function, including but not limited to Procurement, Legal, Finance, Contracts Management, etc.. A minimum of 2 years of demonstrated experience in a contracting/procurement or finance related activity in or with the federal government. Experience working with cross-functional teams in a major projects’ environment. University Degree or equivalent experience. Strong communication and inter-personal skills. Preferred Qualifications Experience managing or supporting large-scale complex contracts. Experience managing or supporting relational/collaborative/alliance/IPD/progressive procurement or contracting models; Working knowledge of government procurement policies and procedures. Negotiation skills and ability to effectively reach negotiated compromises. Experience managing Defence Contracts under the Defence Production Act and Government of Canada procurement processes. Familiarity with hardware, software, technology or technical data controlled under the Canadian Export Control List, Canadian Controlled Goods Program, the Canadian Industrial Security Program, the International Traffic in Arms Regulations (ITAR) and/or the Export Administration Regulations (EAR).
