Program Overview – Digital Transformation Office, Central Services
The Lead, Data Governance is responsible for architecting, implementing, and
operationalizing WoodGreen’s enterprise data governance framework. This role
will lead the deployment and ongoing operation of Microsoft Purview, designs
metadata and access control structures, defines glossary and stewardship models,
and ensures that enterprise data is trusted, governed, accessible, and
compliant.
The role collaborates closely with the Data & Insights function within
Enterprise Analytics to ensure that governance structures are directly embedded
into reporting tools, analytical workflows, and decision-making practices.
The incumbent will lead the execution of data governance activities within the
Enterprise Analytics team and will act as the organizational data consultant,
providing strategic and technical leadership in identifying, onboarding, and
stewarding enterprise data assets. Key responsibilities include implementing
governance processes, leading the onboarding of new data sources, supporting
data owners in assessing readiness, embedding governance requirements into
operational workflows, and maintaining data quality at scale. While ultimate
governance accountability resides with the Director, this position ensures the
practical application of governance frameworks and may occasionally collaborate
on analytics initiatives to maintain alignment between governance standards and
reporting practices.
What You Will Do
- Lead the enterprise configuration, rollout, and maintenance of Microsoft
Purview, including automated metadata scanning, glossary management, lineage
mapping, and access control.
- Design and operationalize a comprehensive metadata strategy, including
business glossaries, data classifications, tagging standards, and
subject-area alignment.
- Collaborate with the Data & Insights function to ensure governance
definitions, glossary terms, and access protocols are consistently reflected
in analytics products and data visualizations.
- Establish and enforce role-based access controls (RBAC) across data zones,
domains, and reporting environments.
- Collaborate with the Lead, Data Engineering to embed governance checkpoints
and validation logic into ingestion and transformation pipelines.
- Serve as the primary technical and governance data steward for enterprise
data assets.
- Support departments in identifying, prioritizing, onboarding, and maintaining
data sources, including external third-party data providers, within the
governance ecosystem.
- Define and monitor data quality rules, profiling thresholds, and structured
issue escalation workflows.
- Operate and sustain governance tooling (e.g., Purview), ensuring updates,
integrations, lineage, and documentation are current.
- Partner with data stewards, data owners, and the Data & Insights function to
ensure assigned data assets are cataloged, compliant, and high-quality.
- Track, resolve, and document all data quality incidents, performing root
cause analysis and advising on remediation strategies.
- Develop and maintain governance policies, procedures, and playbooks aligned
to WoodGreen’s mission and compliance obligations.
- Provide training and consulting support to data owners, analysts, and
operational teams on stewardship responsibilities and governance best
practices.
- Deliver governance onboarding for new data domains and maintain governance
artifacts in sync with the Enterprise Data Model (EDM).
- Support compliance audits (e.g., PHIPA, PIPEDA, GDPR) through robust
governance recordkeeping and traceability.
- Provide governance-related input to disaster recovery and risk assessment
processes, ensuring compliance and data retention requirements are reflected
in continuity plans.
- Act as the point person for governance platform enhancements, including
backlog prioritization, testing, and rollout.
- Drive enterprise understanding of governance value by promoting data trust,
literacy, and ethical use across all levels of the organization.
What You Bring to the Team
- Bachelor’s degree in Information Management, Data Governance, Library
Sciences, Computer Science, or a related technical discipline.
- 7+ years of experience in data governance, metadata management, or enterprise
data stewardship, with demonstrated leadership in cross-functional
environments.
- Hands-on experience implementing and operating enterprise governance
platforms (e.g., Microsoft Purview or equivalent), including configuration,
automation, and monitoring.
- Strong understanding of metadata architecture, lineage mapping, role-based
access controls (RBAC), data quality controls, and glossary governance.
- Practical experience establishing and maintaining data quality rules, issue
resolution processes, and escalation workflows.
What Will Set You Apart
- Familiarity with Azure data services, enterprise data warehouses, and
analytics environments (e.g., Power BI).
- Working knowledge of compliance frameworks such as PHIPA, PIPEDA, GDPR, and
ability to embed these requirements into governance processes and tools.
- Proven ability to collaborate across technical and business teams, including
Engineering, IT, and Analytics, and influence stakeholders to integrate
governance into operational and reporting systems.
- Strong policy writing, documentation, and training delivery skills.
- Demonstrated commitment to ethical data use, social accountability, and
