Position Description: As a Program Manager at Indwell, you will provide strategic and compassionate leadership to our housing program, Coves Landing, with potential future oversight of additional programs. Rooted in Indwell’s core values of dignity, love, and hope, you will steward the mission by cultivating a well-functioning interdisciplinary team and workplace to foster a supportive housing program for residents who live with complex mental health diagnoses, dual diagnoses, substance use, and recent experiences of chronic homelessness.
Reporting to the Regional Program Manager, you will be responsible for overall program oversight, community engagement, team development, and the health and well-being of residents. You will cultivate a workplace culture grounded in belonging, collaboration, and purpose. Hours of Work: 40 hours per week. Flexibility required to meet program needs, including evenings, weekends, holidays, and participation in an on-call rotation.
WHAT YOU WILL BE DOING:
Program Development and Launch
Collaborate with organizational leadership to recruit, onboard, and develop a cohesive interdisciplinary team
Lead the launch of Coves Landing, a 50-unit supportive housing program, in partnership with the City of London’s Coordinated Access system
Support the creation of a welcoming, inclusive, and trauma-informed environment for residents and staff.
Coordinate program design and logistics, including unit occupancy and resident onboarding
Develop and strengthen partnerships with external service providers to ensure comprehensive, wraparound support for residents
Embed Indwell’s strategic priorities and mission into every aspect of program planning and implementation
Program Oversight and Quality Assurance
Provide leadership that reflects Indwell’s mission and values in daily operations and long-term planning.
Uphold high standards of care by aligning practices with evidence-based models, including recovery principles, trauma-informed care, and psychosocial rehabilitation
Ensure staff are well-supported through training, mentorship, and opportunities for growth.
Promote a healthy, values-based team culture grounded in mutual respect and professionalism.
Maintain program compliance with relevant legislation, organizational policies, and accreditation standards
Implement and maintain internal decision-making frameworks and service delivery standards.
Lead critical incident debriefs, identify systemic gaps, and collaborate with regional leadership on continuous improvement
Oversee tenancy and housing-related processes, ensuring alignment with the Residential Tenancies Act, Landlord Tenant Board guidelines, and internal policies
Team Leadership and Development
Supervise and support staff, volunteers, and students, ensuring clarity in roles and responsibilities while fostering professional growth and leadership development
Promote a reflective practice culture by modeling self-awareness, humility, and a commitment to personal growth
Facilitate regular team meetings and ensure clear, consistent communication across all levels of the program
Conduct performance reviews and develop individual staff development plans
Foster a professional, compassionate, and goal-driven team culture
Provide leadership during crisis or high-stress situations, and step into front-line support roles when needed
Ensure strong onboarding, training, and ongoing supervision practices are in place and maintained, in collaboration with People and Culture at Indwell
Resident Support & Tenancy Stewardship
Lead the team in providing individualized, person-centered support that honours the dignity and agency of each resident
Ensure program leadership is skilled at guiding service planning, case conferencing, and care coordination to ensure integrated and comprehensive support
Ensure that each resident has access to resources that promote stability, recovery, and flourishing
Oversee rent collection, occupancy tracking, and tenancy processes in compliance with the Residential Tenancies Act and Indwell policies
Support asset-based community development within the program that is inclusive, supportive, and rooted in the organizational values
Facilities Collaboration
Ensure building safety and cleanliness by collaborating with Indwell’s Facilities Team and external contractors
Monitor and respond to building needs, including maintenance, pest control, and emergency preparedness
Ensure regular safety inspections and emergency protocols are followed
Maintain compliance with all organizational and legal building standards
Administration and Reporting
Ensure timely completion of reports, accurate data entry, and strong record-keeping practices
Support budget oversight, rent ledger accuracy, and program-related financial documentation
Lead internal audits, quality improvement initiatives, and compliance reviews as needed
Reflect on insights from program and organizational data to discern emerging needs and shape meaningful priorities and guide ongoing improvement
Community Engagement and Public Relations
Advocate for the needs of residents and the values of supportive housing in the broader community
Establish and maintain strong relationships with community, municipal, and health partners
Represent Indwell at local tables, committees, and community forums
Support community awareness and fundraising efforts in partnership with Indwell’s Community Development and Engagement Team
Encourage and empower staff participation in community partnerships and events
WHAT YOU WILL BE BRING:
Post-secondary education in social work, psychology, or a related discipline
A minimum of three years of leadership experience in a social service, health care, or housing-related context. Knowledge and experience in mental health, addiction, or healthcare and supportive housing sectors
Deep alignment with and demonstrated commitment to Indwell’s vision, mission, and values as well as trauma-informed care and recovery principles
Skillful ability to build strategic partnerships
Strong supervisory, organizational, and communication skills
Strong interpersonal and leadership skills, with the ability to nurture high-functioning, resilient teams.
Demonstrated ability to lead with integrity, humility, and compassion
Flexibility, initiative, and the capacity to work in a fast-paced, complex, and evolving environment
Proficiency in understanding and applying relevant legislation, including the Residential Tenancies Act
