As part of this journey, the Senior Manager, Data Governance will play an essential role in implementing foundational capabilities that support trust, compliance, and innovation across the organization. Reporting to the Head of Enterprise Data & Analytics, this newly created position offers the chance to shape and operationalize a modern data governance program from the ground up. You’ll work cross-functionally with Data Domain Owners, IT, and business stakeholders to ensure consistent application of policies, foster accountability, and embed governance into the broader data ecosystem. Position Summary: As a key member of the Data & Analytics Department, the Senior Manager, Data Governance will lead the design and implementation of enterprise-wide governance policies, standards, and frameworks that ensure data quality, compliance, and strategic alignment. This role will act as a bridge between business goals and governance execution, cultivating trust in data assets and establishing practices that reinforce secure, ethical, and high-impact use of data. You will serve as the operational arm of the enterprise governance strategy, supporting the Head of Enterprise Data & Analytics in realizing a mature, insight-driven data culture across 407 ETR. Responsibilities: Vision & Strategy Develop and execute a modern data governance vision aligned with enterprise goals and the broader data & analytics strategy. Partner with senior stakeholders to advocate for data governance as a strategic enabler of growth, efficiency, and customer value. Policy Development & Execution Design and enforce domain-specific and regional data governance policies, standards, and stewardship models. Establish clear data ownership across business domains; lead the Data Governance Committee to ensure accountability and transparency. Integrate governance principles directly into systems architecture, platform development, and data lifecycle operations. Collaboration & Enablement Collaborate with IT, analytics, and business units to embed governance standards into daily workflows and strategic initiatives. Support implementation of metadata management, data lineage tracking, and master data practices to enhance data trust, accessibility, and reusability. Act as a governance advisor and arbitrator on high-level strategic data issues, ensuring consistent resolution and policy alignment. Monitoring & Continuous Improvement Establish performance benchmarks and reporting frameworks to assess data integrity, policy adherence, and lifecycle effectiveness. Maintain inventory of systems and governance artifacts, ensuring traceability and compliance across platforms. Continuously evaluate and improve governance tools, methodologies, and maturity levels. Requirements: Bachelor’s degree in Computer Science, Information Systems, or a related discipline (Master’s preferred) 7–10 years of experience in data governance, data management, or related roles Strong knowledge of governance frameworks, stewardship principles, and regulatory compliance (e.g., GDPR, CCPA) Demonstrated experience translating business strategy into governance policy and operational execution Proficiency in metadata management, data modeling, lineage tracking, and quality assurance Hands-on experience with governance and data management tools, and cloud-based data platforms Strong leadership capabilities, including mentoring and stakeholder management across departments Excellent communication skills and ability to align technical and non-technical audiences on governance initiatives Data governance certifications (CDGP, CDMP) preferred Industry experience in transportation, logistics, or a similar complex operating environment is an asset Knowledge of BI platforms, data warehousing environments, and database/ETL tools Note: At 407 ETR, we are committed to fostering a diverse, equitable, and inclusive work environment.
