This position works in the Real Estate Transactions organizational unit. This is complex real property appraisal, negotiation and advisory work in the field investigation, valuation and negotiation of real property for City acquisition, bonus density, expropriation, sale, exchange, lease, rental or other purpose. The incumbent will conduct field investigations and appraises real property for these purposes. Further responsibilities include assisting and liaising with municipal and external authorities relative to coordinating and developing projects and meetings with prospective purchasers in connection with the sale of Municipal property. As a member of the team, you will estimate all land values for sale of subdivision properties and negotiate with property owners and/or their representatives for the acquisition of real property including easements, covenants, right-of-ways, and more required by the municipality. Further duties include reparses feasibility studies, analyses and recommendations relating to real estate and rental values, market conditions and options for the development, sale, etc. of municipal property. Incumbent will summarize and evaluate the findings of independent appraisers as required and conduct land sales by public tender, formulating bid packages, and preparing land sale advertisements. Meets with a variety of internal and external contacts on matters related to the work and provides information and assistance to the public and internal departments. Performs related work as required.
Qualifications include the completion of grade 12 and completion of a recognized real estate appraisal course plus considerable related experience in real property appraisal and negotiation work or an equivalent combination of training and experience. Considerable knowledge of the principles, practices and procedures used in appraising real property, and of current property values and market trends; knowledge of bylaws relative to subdivision control, zoning, building and other legislation affecting real property. The ability to perform complex property appraisal and negotiation tasks and to conduct land sales by public tender; prepare feasibility studies and analyses, appraisal and negotiation reports; to provide direction and guidance to junior Property Valuator - Negotiators, to participate in the training of same. Certificate as an Accredited Appraiser (Canadian Institute) or Real Estate Institute (BC) - Appraisal Option, and a valid Driver’s Licence for the Province of British Columbia is required.
