The Senior Policy & Fiscal Analyst supports fiscal negotiations and Tla’amin treaty implementation through research, analysis, agreement negotiations and intergovernmental engagement with other governments and organizations and across the Tla’amin Government.
Key Responsibilities
Performs all duties and responsibilities in accordance with Tla’amin policies, standards, practices and procedures as directed by the Director, Intergovernmental Relations. Maintains confidentiality as required pertaining to members, clients, employees and general matters of the Nation.
Provides research, negotiations and engagement leadership and coordination support to department managers and directors. Leads and supports policy and fiscal negotiations and engagement with Canada and British Columbia and other organizations on behalf of Tla’amin Government departments, as needed.
Coordinates, prepares for, and facilitates meetings with BC, Canada and other First Nations in support of treaty implementation and fiscal negotiation projects.
Responsible for conducting detailed cost-benefit analyses to evaluate the financial impacts of proposed agreements and policy changes.
Supports interpretation of financial data and translating findings into actionable insights for negotiation preparation and Tla’amin Executive Council and the Tla’amin Legislative Assembly briefings.
Provides research and analysis on the legal frameworks that enable First Nations to exercise taxation powers (e.g., First Nations Fiscal Management Act, Indian Act, or self-government agreements), including property tax, sales tax, and user fees on reserve lands.
Represents Tla’amin’ s interests in discussions with other levels of government regarding tax treatment, exemptions, and fiscal autonomy.
Reviews internal and external proposals to identify potential implications to the Nation’s legal, policy, fiscal and intergovernmental frameworks.
Assists in the planning and development of laws, regulations, policies and processes in collaboration with other departments.
Research best practices in other governments and analyzes existing Tla’amin laws, regulations, policies and processes.
Advances Tla’amin’s intergovernmental priorities by supporting, facilitating or in some cases leading the Nation’s engagements and negotiations with Canada, British Columbia, other First Nation governments, and local governments.
Builds and manages relationships within the Tla’amin community to support engagement processes.
Prepares reports and materials for other department leads to facilitate presentations to Tla’amin Executive Council and the Tla’amin Legislative Assembly. May present reports and materials to Executive Council and in Legislative sessions.
Represents Tla’amin Nation at external meetings, fiscal negotiation tables and engagement opportunities.
May support and facilitate onboarding of new staff on various projects.
Other related duties as required.
Qualifications
Training, Education, Experience
Undergraduate degree in political science, public policy, economics, First Nations studies or a related field and 3-5 years of related work experience.
An equivalent combination of experience and education may be considered.
Experience in agreement negotiations.
Experience in research, analysis, writing and policy development.
Acceptable Police Information Check (PIC).
Class 5 Drivers License and acceptable Driving Record.
Knowledge, Skills, Abilities
Excellent written and interpersonal communication skills, with strong abilities in writing succinct briefing materials.
Understanding of goods, services and property taxation would be an asset.
Ability to respond to changing priorities and tight deadlines.
Intermediate level computer skills and proficient in working with spreadsheet software.
Ethical, accountable and diplomatic.
Knowledge and experience working with First Nations communities and governments is an asset.
Working knowledge of the functions of the Tla’amin Nation, the federal, provincial, municipal governments is an asset.
Working knowledge of tax policy is an asset.
Working Conditions
Work is performed primarily in an office environment and/or virtual office environment.
Occasional travel for meetings in Vancouver, Victoria and the qathet region will be necessary.
