Position Overview:
Reporting to the Municipal Engineer, the Senior Community Development Engineer supports and advances key functions within the Town and the Engineering Department, including development review, permitting, and maintenance of development-related guidelines and policies. This role is responsible for engineering input on complex development applications, and provides technical guidance, mentorship, and direct technical support to Community Development Engineers and Engineering Technicians/Technologists, contributing to the successful delivery of municipal infrastructure and development applications.
Core Accountabilities:
Corporate Support
Supports the Municipal Engineer in advancing Town objectives and aligning technical practices with Town goals
Advises other departments on engineering implications of projects, policies, and bylaws
Contributes technical input to cross-departmental initiatives such as grant applications, plans, and environmental assessments.
Assists with aligning engineering processes and guidelines with corporate priorities and operational needs
Provides technical input on water, wastewater, and stormwater servicing to align with utility master plans relative to development related growth
Assists in analysis related to Offsite Levy model calculations
Development Review and Inspections
Serves as lead reviewer for complex development applications, ensuring designs meet applicable guidelines, Council priorities and good engineering practice
Coordinates technical review with internal teams and third-party consultants
Reviews and supports the implementation of development agreements, line assignments, and utility ROW agreements
Provides quality control and escalates policy or guideline exceptions to the Municipal Engineer
Contributes to updates of Town guidelines, standards and procedures based on lessons learned and evolving practices
Coordinates and supports inspections to confirm compliance with permits, agreements, and design standards
Education & Qualifications:
Bachelor of Science in Civil Engineering or Equivalent – Required
Professional Engineer in good standing, licensed or eligible to practice in Alberta – Required
Alberta Class 5 driver’s license or equivalent – Required
Experience:
Minimum 8 years of progressive municipal engineering experience, with demonstrated strength in development application review – Required
Demonstrated mentoring or technical supervisory experience - Asset
Strong understanding of engineering standards, land development regulations, and the Municipal Government Act – Required
Experience in a municipal setting, and/or working with a board of directors – Asset
Ability to critically assess engineering documents and provide technical guidance - Required
Strong communication skills – demonstrated listening, negotiation, written and oral abilities; specifically, the ability to clearly articulate and transform complex ideas into clear narratives – Required
Proficiently and efficiently uses computer operating systems, software and applications such as MS Office, Bluebeam Revu, etc. – Required
Familiarity with stormwater modelling, water network modelling and land development software such as PCSWMM, WaterCad and Civil3D - Asset
Salary & Benefits:
Salary Range- $104,722.80 to $115,752.00 per annum to start. Compensation will be calculated based on the successful candidate’s related work experience and education
