As a Bilingual Corporate Security Officer (CSO), you will be responsible for leading and overseeing all aspects of EBC’s corporate, site, personnel, and information security programs. Operating within a high-compliance environment, you will ensure EBC meets all federal and contractual obligations under the Controlled Goods Program (CGP), Contract Security Program (CSP), and relevant cybersecurity standards (NIST, CMMC, ITSG-33).
You’ll serve as the primary liaison with federal agencies, including Public Services and Procurement Canada (PSPC), and ensure security is embedded in our culture, operations, and infrastructure across Canada.
Governance & Compliance
Develop and maintain EBC’s corporate security framework, policies, and compliance systems
Manage certifications including FSC (Facility Security Clearance) and DOS (Designated Organization Screening)
Lead audits, inspections, and reporting obligations under PSPC and CISD regulations
Personnel & Clearance Management
Oversee security screening processes: Reliability Status, Secret, and Top Secret clearances
Administer onboarding and offboarding security briefings
Implement ongoing employee security awareness and insider threat programs
Physical & Project Site Security
Develop and enforce security plans across head office, construction sites, and high-sensitivity project zones
Coordinate physical access control, surveillance systems, and storage of controlled goods
Collaborate with Defense Construction Canada (DCC) and project stakeholders to align with contract-specific requirements
Information & Cybersecurity Oversight
Ensure secure handling, storage, and transmission of protected/classified data in compliance with CSE, NIST, and ITSG-33
Work closely with IT and compliance teams on implementation of cyber controls, risk assessments, and incident response
Lead or support investigations involving sensitive government information or data breaches
Contract Security & Proposal Support
Review and complete Security Requirements Checklists (SRCLs)
Evaluate new projects and tenders for compliance with federal security requirements
Support proposals and contracts with appropriate risk assessments and mitigation plans
Incident Response & Investigations
Lead internal investigations into breaches, suspicious activity, or compliance gaps
Document findings, report to applicable authorities, and implement corrective actions
Conduct tabletop exercises and test the organization’s emergency preparedness
Government & Stakeholder Liaison
Act as EBC’s designated security representative with PSPC, CISD, CSIS, CSE, DND, and related agencies
Participate in security briefings, inter-agency working groups, and contract reviews
Maintain up-to-date knowledge of evolving regulations, standards, and best practices
Requirements
Valid Secret (Level II) clearance (or ability to obtain); Top Secret preferred
MUST be fluent in both French and English, written and verbal
5–10 years in a senior security role, preferably in construction, defense, or federal contracting
Strong knowledge of Canadian federal security protocols, including CSP, CGP, ITAR, ISP, and CSE cybersecurity programs
Proven leadership in managing security for infrastructure or civil construction projects
Skilled in cross-functional collaboration with internal stakeholders including Legal, HR, IT, and Operations
Excellent written and verbal communication; strong documentation and audit readiness
CISSP (Certified Information Systems Security Professional)
CISM (Certified Information Security Manager)
Government of Canada Security Screening Certification
PSPC- or RCMP-recognized Emergency Preparedness or Security Training
Travel will be required from time to time to project and regional offices
Must be eligible to work in Canada and obtain/maintain required security clearances
