Job Description
The Department of Facilities & Operations is a corporate portfolio of functional areas which provide leadership and operational support for the achievement of strategic directions and corporate objectives of Women’s College Hospital. The principal functional areas include enterprise risk management, claims management, and emergency preparedness and management. The department serves as the corporate catalyst that enables the advancement of a comprehensive and continuous enterprise risk process in which risks are identified, analyzed, and mitigated within acceptable risk tolerances.
Summary of Duties, but not limited to:
Conduct system level planning, analysis, and implementation of Women’s College Hospital Emergency Management framework (Prevention & Mitigation, Preparedness, Response and Recovery) in order to protect the organization’s ability to provide patient care during an emergency
Being WCH’s subject matter expert and key consultant for Emergency Management
Development and review of Emergency Management codes, relevant policies and procedures, ensuring alignment with key legislative and regulatory requirements
Ensuring the Emergency Management Plan and Preparedness are current and aligned with best practices, corporate compliance, including with emergency service providers and authorities
Subject matter expert for the development of specific department plans across WCH for emergency Codes (code blue, Code white, red, etc.);
Coordinate and implement Business Continuity Planning at the department and organizational level
Establishment and implementation of Incident Management System (IMS) Methodology
Oversee and coordinate compliance to Accreditation and other pertinent standards for the Hospital
Serve as a key subject matter expert and liaison for the hospital in key internal and external partnerships (e.g. provincial, municipal and regional services, committees, including the provincial Emergency Management Communication Tool
Facilitate development and evaluation of emergency preparedness education and training for all codes using multiple modalities (e.g. simulations, tabletop exercises, etc.)
Develops comprehensive Emergency Preparedness related learning resources (including delivering in-class session and providing e-learning content) and raises awareness of the program and its initiatives.
Works collaboratively with Quality, Patient Safety Risk Management, Facilities & Operations, Security and various departments on Emergency Preparedness
Participates in activities that support the function of the Joint Health and Safety Committee, including providing reports and relevant statistics
Member of the Ontario Health Toronto Emergency Preparedness Quality Improvement Committee (THEPQIC)
Member of the Hospitals’ Emergency Preparedness Committee

Qualifications:
Bachelor’s Degree in related discipline is required. Emergency or Disaster Management, Science or recognized equivalent.
Project Management Professional (PMP) Designation Certificate or a professional designation in Disaster and Emergency Management is an asset.
Hospital sector and clinical experience, or other related field or equivalent experience, are strongly preferred. Experience
Three (3) years of experience with disaster planning, emergency management, or business continuity planning is required.
In-depth knowledge of hospital operations and/or a good functional knowledge of the health sector is required.
Knowledge about a wide range of natural and technological hazards impacting hospital and health sector operations
Demonstrated ability to advise and implement operational plans in a large, complex organization is an asset.
Experience in exercise design, implementation, and evaluation is an asset.
Experience leading qualitative research and/or data analysis is an asset.
Demonstrated record of good performance and acceptable attendance will be considered as part of the selection criteria
Self-motivated with exceptional facilitation, problem-solving, and decision-making skills.
Excellent conflict resolution skills.
Great organizational and time management skills.
Excellent interpersonal, verbal/written communication, and presentation skills.
