For more information on diversity and Inclusion, please visit: https://www.alberta.ca/diversity-inclusion-policy.aspx The Residential Tenancy Dispute Resolution Service (RTDRS) is a quasi-judicial tribunal that offers landlords and tenants a method of resolving disputes under the jurisdiction of the Residential Tenancies Act and the Mobile Home Sites Tenancies Act without going to court. The service is faster, less expensive and less formal than the courts. Hearings result in a binding and enforceable order. The RTDRS is a busy, fast-paced environment providing excellent service to Albertans.Role Responsibilities
As an ideal candidate, you will bring a strong understanding of the Residential Tenancy Dispute Resolution Service (RTDRS), the Ministry, and technology-based innovation. You will possess expertise in policy and procedure research, development processes, and business analysis, enabling you to identify priorities, gather critical information, and develop strategic recommendations. Your skills will help ensure the RTDRS delivers efficient, fair, and accessible services to Albertans.Reporting to the RTDRS Service Delivery Manager, the Business Analyst will be responsible for:
• Policy and Process Development: Analyzing existing policies and procedures to identify gaps or areas for improvement. You will recommend and implement changes to enhance fairness, efficiency, and effectiveness in RTDRS operations.• Driving Continuous Improvement: Monitoring performance metrics, evaluating outcomes, and using data-driven insights to recommend and implement program adjustments that align with best practices in dispute resolution.• Market Research and Trend Analysis: Researching and analyzing trends in the residential tenancy market that impact RTDRS clients and operations. Your findings will inform strategic planning and program enhancements.• Problem-Solving and Innovation: Addressing complex challenges by proposing and implementing innovative, evidence-based solutions. You will apply critical thinking to resolve issues and improve operations.• Operational Support and Technology Advancement: Leading initiatives to align operational activities with business goals. This includes maintaining and advancing RTDRS technologies such as the website, case management system, and eFiling portal to improve client experiences.• Enhancing Documentation and Resources: Developing best practices for internal and external-facing documentation, training materials, templates, and informational resources. You will demonstrate:
• Excellent communication skills, both written and oral, including strong presentation skills.• Working knowledge of online case management systems and confidence with technology, including strong SharePoint and MS office software skills.• Confidence with change management, systems development and information management methodologies.• Solid knowledge of the governing legislation (e.g. Residential Tenancies Act and regulations and the Mobile Home Sites Tenancies Act and regulations), policies and related business applications that support the branch's activities.• Strong analytical ability, data interpretation and problem-solving skills.• Project planning, monitoring and management skills, with a focus on process design and transition management.• Ability to interpret legislation and internal regulations.• Jurisdictional and environmental scanning, trend identification, and technology-based innovation.• Strategic business and operational planning, and performance measurement theories, principles, methodologies, and techniques.• Enterprise risk management concepts and techniques, including identification, analysis, mitigation, and reporting of risks.• Research methodologies, techniques and procedures, research approaches (primary and secondary), including the application of qualitative and quantitative research methods and data analysis.Please click on this link to view the job description for this position.APS Competencies
