L’acheteur de projet est responsable de l’amélioration de la marge des projets, de garantir des coûts, de négocier, de gérer l’entièreté des projets de A à Z et travailler avec différentes équipes au sein de l’organisation. Il est un véritable chef de projet pour la fonction d’achat. Étant un rôle clé dans le département, le titulaire du poste se doit d’être totalement habile avec les différents systèmes d’information et Excel. En tant qu’acheteur projet, vous devrez: • Améliorer la marge contractuelle des projets (CM) en atteignant les objectifs fixés tout en assurant la bonne exécution du projet d’un point de vue du respect des délais de livraison et de la qualité requise. • Garantir le coût total de possession (TCO) le plus bas possible et négocier avec les fournisseurs pour améliorer la marge bénéficiaire du contrat. • Gérer tous les aspects du processus Achats des projets assignés, en commençant par la phase de consolidation des besoins, de planification puis d'appel d'offres. • Travailler avec les équipes de projet et les acheteurs commodités pour piloter la sélection des fournisseurs, utiliser les produits standards ou existants, assurer le développement réussi des pièces d'ingénierie et s’assurer de la qualification des fournisseurs et/ou des pièces types dans les délais impartis, contribuer à l’APQP et suivre les fournisseurs pendant le développement. • En tant que membre des équipes de projets, vous devrez également être l'interface entre le développement technique, les acheteurs familles, la qualité, la supply chain et les fournisseurs. Responsabilités Améliorer la marge contractuelle des projets : • Participer en amont, lancer des études et estimer les prix pendant la phase d'appel d'offres. • Participer aux décisions de ''produire-ou-acheter'' (Make or Buy) et au processus de décision pour regrouper des composants simples en sous-ensembles complets. Mettre au défi la nomenclature afin de proposer des réductions de prix et de coûts. Utiliser des produits existants et/ou standards de R et D. • Définir les plans et stratégies d’achats spécifiques au Projet dans le respect de la stratégie d’achats du site et du groupe. Améliorer le coût total de possession. S’assurer du respect des engagements contractuels (« Buy America »). • Être entièrement responsable de l'achat sur les aspects « Qualité Coûts Délais Productivité » (QCDP) pour les projets assignés. Gestion totale des appels d'offres pour les phases prototypes, mais aussi pour la phase de production: contrôle des coûts d'achat, des tailles de lots et des délais pour répondre aux besoins du projet et du site. • Assurer l’atteinte des objectifs du projet, puis transmettre la stratégie et le schéma d'achat à l'acheteur commodités. • Intégrer les besoins du service dès le contrat et la phase de développement En collaboration avec l'acheteur commodités: • Lancer la demande d'offre sur un panel de fournisseurs sélectionné par (Qualité, Gestionnaires de projets, Ingénierie et Acheteur commodités). • Sélectionner le fournisseur avec l'accord des SQA/SQE, gestionnaire de projet, responsable technique et acheteur commodités. • Assurer la signature des accords d’achats (Business award letter/agreement). Déployer l’APQP: • Contribuer au déploiement de l’APQP en support du SQA/SQE. • Dans le cadre de ses projets, organiser et gérer des revues techniques avec les partenaires techniques, les Fournisseurs et le service Qualité afin de formaliser l'engagement de faisabilité de l'équipe lors de la sélection des fournisseurs et garantir la réalisation des spécifications techniques. • Gérer la transition du projet vers la phase de production après validation des pièces types et de la FAI client. • Participer à l'amélioration proactive des performances d'achat. • Gérer les KPIs du projet. Formation/Expérience/Connaissances • BAC ou MASTER en Achats, ou Gestion de chaîne d’approvisionnement, ou Gestion des opérations et de la production ou domaine connexe. • Un minimum de 3 ans d'expérience dans l'achat de projets dans l'industrie manufacturière / industrielle / ou expérience professionnelle connexe. • Expérience dans un environnement industriel mondialisé. • Maîtrise de la Suite MS Office (en particulier Excel). • Connaissance des systèmes de qualité. The project buyer is responsible for improving project margins, to guarantee costs, to negotiate, manage the entire project from A to Z and work with different teams within the organization. He is a true project manager for the purchasing function. Filling a key role in the department, the incumbent needs to be fully adept with different information systems as well as in Excel. As a project buyer, you will need to: • Improve the contractual margin of projects (CM) by achieving set objectives while ensuring the proper execution of the project from the point of view of respecting delivery deadlines and required quality level; • Ensure the lowest total cost of ownership (TCO) and negotiate with suppliers to improve the profit margin of the contract; • Manage all aspects of the procurement process for assigned projects, starting with request consolidation, planning and then tendering phase; • Work with project teams and commodity buyers to drive supplier selection, use standard or existing products, ensure the successful development of engineering parts, and ensure qualification of suppliers and/or parts within a set timeframe, contribute to APQP and follow suppliers during development; • As a member of the project teams, you will also be the resource between technical development, family buyers, quality, supply chain and suppliers. To succeed in this role, you must: • Have excellent negotiating skills and knowledge of when to be insistent; • Have a business mindset; • Have interpersonal communication skills; • Be self-sufficient and detail-oriented; • Know how to solve practical problems and show initiative; • Able to perform multiple tasks at once; • Strong knowledge in Excel, intermediate to expert level; • Have excellent organizational skills and the ability to effectively manage stress. Responsibilities Improve the contractual margin of projects: • Work upstream, conduct research and estimate prices during the bidding phase; • Participate in ‘’Make or Buy” decisions and in the decision-making to group simple components into complete subsets. Challenge the nomenclature to propose price and cost reductions. Use existing and/or standard R & D products; • Define project-specific procurement plans and strategies in accordance with site and group purchasing strategies. Improve total cost of ownership. Ensure compliance with contractual commitments ("Buy America"); • Be fully responsible for purchasing on "Quality Cost Delay Productivity" (QCDP) aspects for assigned projects. Total management of RFQs for prototyping phase, but also for production phase: control of purchasing cost, batch size and deadline to meet project and site requirements; • Ensure the success of project objectives, and convey strategy and purchase plan to the commodity buyer; • Integrate the needs of service, from the contract to the development phase. In collaboration with the commodity buyer: • Send the RFQs to a panel of suppliers selected by (Quality, Project Managers, Engineering and Commodity Buyers); • Select the supplier with the agreement of the SQA/SQE, Project Manager, Technical Manager and Commodity Buyer; • Ensure the signature of the purchase agreements (Business award letter/agreement). Deploy the APQP: • Contribute to the deployment of the APQP with the support of the SQA / SQE; • As part of its projects, organize and manage technical reviews with technical partners, suppliers and the Quality department in order to formalize the team's capability commitment during the selection of suppliers and guarantee the achievement of technical specifications; • Manage the transition from the project to the production phase after validation of the standard parts and the customer FAI; • Participate in the proactive improvement of purchasing performance; • Manage Project KPIs. Training/Experience/Knowledge • Bachelor’s or Master’s in Purchasing, Supply Chain Management or Operations Management and Production Management, or related area; • A minimum of 3 years’ experience in project purchasing in manufacturing or industrial industry, or related professional experience; • Experience in a globalized industrial environment; • Knowledge of MS Office Suite (particularly Excel); • Knowledge of quality systems; • Must be able to travel on business.
