Provides expert level functional support for specific systems and of the underlying business/operational environment, processes, and workflows. Provides advice and assistance to clients in support of system enhancements and technology roadmaps for applications, infrastructure, and services. Contributes leadership and input in the creation of application and/or infrastructure lifecycle strategy and roadmap solutions. Plans for a replacement/ modernization of a product and assists/ leads the project team. Contributes and leads planning activities, providing clear estimations and timelines for when activities and commitment dates will be met. Some programming and debugging duties may be required to help with troubleshooting and remediating defects. Provide functional leadership and recommendations contributing to the development and implementation of relevant NAV CANADA policies, technical procedures, service levels and tools. Provide functional leadership to develop and or reengineer Business Processes. Under Manager’s direction, may lead complex or multiple complex project(s), including cross-functional projects. Act as a functional/technical coach/mentor guiding and developing junior team members and recommend training to support their development. Assist the direct manager with team leadership, assigning tasks, monitoring completion, reporting, and providing feedback on performance. Recommend and implement procedures and standards governing the work and train team members on their application. Leads by example and promotes the Safety and Quality processes set forth by NAV CANADA within Technology. Creates plans, procedures and deliverables which align with technology Frameworks and Processes. Facilitates multi disciplinary workshops and meetings. Job Requirements Education: Graduated from a recognized university or college with a degree/certification in Computer Sciences/Information Technology or relevant technical field or an acceptable combination of education, related experience, and training. Experience: 5+ years of experience leading and participating in complex systems requirements management, business process development, data and systems analysis, development, and testing. Extensive experience with technology frameworks and processes including Change Management, Quality Management, Project Management. Extensive experience in technology related to the systems and applications under the position responsibility. Extensive experience in contributing to a team with design, development, implementation, testing, integration, and diagnostics for enterprise business solutions. Experience with cloud-based application development and major cloud-based platforms (i.e. Microsoft Azure). Experience working with medium to large sized project teams and/or program initiatives. Experience with Microsoft tools (i.e. Office365, SharePoint, Visual Studio, Teams, Azure DevOps). Experience facilitating and leading multi-disciplinary groups and workshops. Knowledge: Thorough knowledge of business analysis methodologies, practices, tools, and techniques. Thorough knowledge of modern software development life cycle processes, practices, and techniques, including Agile, Scrum and DevOps. Knowledge of industry trends, developments and business policies, processes, workflows, and systems in functional area of specialization. Knowledge of supported corporate systems including applications and infrastructure on premise and in cloud-based environments. Knowledge of project management processes and procedures. Knowledge of change and project management principles, techniques and problem-solving techniques and strategies and risk control management. Knowledge of development of business cases including development of business requirements and benefits and financial models in support of business case development. Abilities: Skill in identifying, analyzing, and specifying business processes and requirements and determining how these can best be met within the limitations of time, budget, and staff resources. Skill in testing, detecting, analyzing system deficiencies, and recommending system remediation and/or new actions/process improvements. Skill in professional discussions with internal customers, stakeholders, and management and with external consultants and industry to ensure that important aspects are not overlooked. Skill in writing clear, cohesive, and concise documentation that is easily understandable by colleagues, management, stakeholders, and customers. Skill in communicating clearly in conversation and in presentations to both technical and non-technical staff and management. Ability to make decisions in situations where solutions are not always clearly evident. Ability to facilitate large complex workshops.
