Reporting to the Associate Director, Student Information Systems, the Manager, Academic Governance and Planning Systems is responsible for managing the team of information technology staff that administers, configures, and develops products and applications responsible for some of the University’s enterprise curricular management and academic planning systems. These systems enable the governance of the University's courses, programs and degrees, and academic auditing capabilities for students and staff. The Manager leads their team in achieving business sponsor objectives as they pertain to service goals and functional requirements and will lead strategic planning and operations of the team to enhance, refactor, replace or re-platform applications in alignment with institutional goals and standards
The Manager will be responsible for leading the team that evaluates, informs solution design, and implements solution enhancements to achieve the goals of the business owner. They will work closely with the business owner, the academic and registrar stakeholder community, and end-users to define and coordinate functionality required and execute development, implementation and integration as required. The Manager will facilitate and lead team efforts to solicit current and future-state functional requirements, establish product or application roadmaps, and oversee the required processes and ceremonies to ensure the efficient and timely development and delivery of requested capabilities. The Manager will also be responsible for project management duties for the products and applications within the portfolio. The incumbent must establish close working relationships with team members, subject matter experts (SMEs) and technical partners within and outside the immediate project structure.
The position includes full managerial authority over the staff in the associated work unit.
REQUIRED QUALIFICATIONS:
EDUCATION:
University graduate or combination of formal education and experience.
EXPERIENCE:
Minimum of five (5) years of recent and related experience in Product/Application development and management in leadership role and/or senior administrator experience. Demonstrated expertise with higher education academic curriculum governance, management and audit life cycles and workflows. Experience with student information systems such as Degree Explorer, Curriculum Manager, Curriculum Publisher etc. Experience with Java , Hibernate. JavaScript , Node.js ,Angular, SQL, MongoDB, and Azure Cloud. Experience working with degree and curriculum management products. Demonstrated success applying analytical, abstract, creative, evaluative and synthesis abilities within a software development environment. Expertise with product management methodologies. Experience with Agile and Scrum methodologies and ceremonies. Basic understanding of software development methodologies and user design practices an asset. Demonstrated success working with faculty and administrative staff, in the implementation of large-scale system changes within an institution. Project management experience required. Demonstrated HR management experience in a unionized environment.
SKILLS:
Proven project management skills including methodology, research, planning, and organizational skills. Strong analytical skills, able to take functional requirements and abstract them into models and concepts. Excellent presentation and written communication skills, ability to clearly communicate complex ideas using diagrams, models, and prototypes. Ability to train, mentor, motivate and guide others to learn complex technical design skills. Ability to bridge between business and technical personnel. Familiarity / knowledge of Research award management processes.
OTHER:
Ability to multi-task and continually prioritize projects and project milestones, due to shifting deadlines and new requirements, is essential. Exceptional leadership and teamwork skills. Must be able to collaborate, influence and cooperate with team members, project sponsors, and other stakeholders. Must be able to deal calmly and effectively with a variety of people. Ability to interpret University policy with regard to maintenance and access of information. Able to identify the need to arrange for the provision of education in the use of supported products.
