The Decision Support Analyst will work with the Portfolio Leaders and Clinical and Financial Teams to provide support, act as a resource and provide education around clinical, statistical, MIS guidelines information and MOH/Ontario Health reporting. Leveraging knowledge of data/information systems, the Decision Support Analyst will also extract, translate, relate, and analyze data to deliver information products to a diverse customer base (i.e., from the data warehouse to formal ‘easy-to-understand’ reports). The position supports the development, implementation, and maintenance of a strong foundation for corporate performance measurement activities, including information reporting from multiple data sources. Individuals in this position will provide preliminary analysis that may include providing a written summary with recommendations. The Decision Support Analyst must be able to test hypothesis, build “what-if”/predication models using available information and Microsoft Office software tools.
RESPONSIBILITIES & DUTIES:
Develops and implements funder-compliant data entry, extraction and transfer systems and protocols, as determined by Ontario Health or other funding body.
Develops, generates, analyzes and interprets data reports for funders and management decision-making.
Ensures high quality data is available for extraction as needed by developing and implementing processes to identify, track, correct and prevent errors.
Co-ordinates data transmission to External Funders and Partners where required.
Maximizes efficient functioning and utilization of the data system through participation in training and by liaising with software vendors and IT support resources as needed.
Participates in formal user requirements processes and ensure that implemented solutions meet identified user requirements.
Works with members of the Management and Decision making teams in identifying areas for improvement in data collection and quality and develops plans to implement improvement strategies.
Maintains standards across the organization with respect to data utilization, report development, interfaces and software applications.
Assists in the rollout of performance measures and related reports to corporate leadership and the Board.
Responds, in consultation with relevant Management and Decision making teams, to data queries and information seeking from external stakeholders.
Provides data and analysis required to develop and report on performance indicators in the agency’s scorecard and departmental scorecards.
Provides consultative and analytical data support.
Creates and analyzes recurring, standard reports, and provides interpretation to corporate leadership.
Identifies and analyzes trends in reported data to determine impact on future operations.
Utilizes and supports CRMS. Utilizes business intelligence statistical tools to ensure data quality across the Agency.
Liaises with Clinical, Finance, IS, HR, Quality and other teams to identify data issues and to initiate changes for improvement of reporting processes and tools.
Act as a resource to the Leadership Team and produce information to support management decision making by developing, generating, analyzing and interpreting data reports.
Coordinate implementation of data management system changes and enhancements.
Participate in data collection, reporting and performance management activities, as determined by Ontario Health for new and evolving programming
EDUCATION & SKILLS:
Undergraduate degree in Health Informatics, Statistics, Business, Computer Sciences or Mathematics; or as acceptable to the agency. Relevant industry certifications are recommended and preferred.
Three (3) or more years related experience, preferably in a health setting
A strong analytical skill combined with excellent report-writing skills is essential.
Demonstrated knowledge of data analysis, and related computer applications. Working knowledge of systems used by the Branch including MS Office applications, business applications and specialized software unique to the organization. Specific knowledge on Microsoft products and operating systems is essential. Prior exposure to Community Health Centre applications an asset.
Hours of Work: Thirty-Five (35) hour work week. The agency’s regular hours of operation are Monday to Friday, 8:30 AM to 4:30 PM. Flexible hours are required to meet client and service needs.
Salary range: $66,767 – $81,885 annually.
This salary range represents Steps 1 through Job Rate for Band 4 and is inclusive of the maximum earning potential of this role. Compensation within the range will be based on the experience of the incumbent.
Total compensation includes a competitive and comprehensive package inclusive of Healthcare of Ontario Pension Plan (HOOPP), vacation and sick leave.
