Senior Program Manager – Vocational Services
The Senior Program Manager (SPM) provides leadership, operational oversight, and strategic direction for a portfolio of vocational and employment programs. This role serves as a critical link between the Senior Manager of Vocational Services and Program Managers (PMs), ensuring programs deliver strong outcomes, meet contractual obligations, and uphold Lifemark’s values of client-centered service, employer engagement, and operational excellence.
Some of the Key Responsibilities are listed below:
Program Oversight & Operations
- Oversee day-to-day operations and performance of multiple career and employment programs in the North region with support provided to the South region.
- Ensure programs consistently meet or exceed contractual Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and quality standards.
- Support PMs in problem-solving operational challenges, ensuring continuity of service delivery and strong client/employer outcomes.
- Lead program implementation and integration for newly awarded contracts, ensuring smooth start-up and alignment with organizational priorities.
Contract & Financial Management
- Review, approve, and submit monthly program reports and invoices in collaboration with Program Managers.
- Monitor program budgets, cost-efficiency, and ROI; escalate financial risks or opportunities for cost-savings.
- Maintain strong relationships with Contract Procurement Specialists (CPSs), providing timely updates on performance, risks, and successes.
Leadership & People Management
- Provide direct supervision, coaching, and weekly 1:1s with Program Managers and Team Leads.
- Support PMs with recruitment, hiring, onboarding, and retention strategies for program staff.
- Oversee staff development through mentoring, training, and succession planning to strengthen leadership capacity.
- Champion diversity, equity, inclusion, and accessibility in all staffing and service delivery practices.
Strategic Planning & Business Development
- Contribute to business development (BD) activities by identifying expansion opportunities, supporting proposal writing, and presenting innovative service models.
- Prepare and present Monthly Business Reviews (MBRs) to the Senior Manager, highlighting outcomes, risks, and recommendations.
- Contribute to strategic planning by aligning regional program initiatives with Lifemark’s broader goals.
Qualifications
- Bachelor’s degree in Business, Human Services, or related field
- Leadership experience in employment/vocational services or related sector.
- Demonstrated success managing multi-site or multi-contract programs.
- Strong knowledge of government-funded employment programs, contracts, and performance management.
- Excellent leadership, coaching, and team development skills.
- Financial acumen with experience managing budgets, invoices, and ROI analysis.
- Skilled in relationship-building with funders, employers, and community stakeholders.
- Exceptional written and verbal communication skills.
- Proficient in Microsoft Office Suite and case management systems.
