Our HR Strategic Planning & Programs department is looking for an HR Strategic Planning Lead to join the team. Reporting to the Senior Manager, Policy and Programs, this position holds a pivotal role in driving strategic HR initiatives with demonstrated expertise in transformational thinking, and stakeholder management.
The HR Strategic Planning Lead will play a central role in crafting and executing forward-looking HR strategic and operational plans that align seamlessly with Metrolinx’s objectives and Ministry of Transportation directives. Collaborating closely with key stakeholders, the Lead will champion a client-centric culture, ensuring that HR strategies are tailored to meet the evolving needs of our workforce and stakeholders alike.
What will I be doing?
Conduct comprehensive reviews of existing HR programs and practices, and establish strategic plans, frameworks and resources to create a more future-oriented, innovative HR division that supports Metrolinx’s success.
Lead the development, implementation and ongoing monitoring of a comprehensive 5 Year People Strategy, aligning with Metrolinx goals and Ministry of Transportation directives.
Collaborate with HR, business units and the corporate Strategy and Transformation team in the development of short, medium and long term HR strategic plans.
Lead annual strategic planning and prioritization activities within HR, supporting effective resource and capacity planning and cross-functional alignment within the division.
Collaborate with key stakeholders to develop a client-centric and data-driven culture as a cornerstone of HR’s strategic plans.
Oversee the assessment of market trends, innovations and internal needs to inform HR strategic plans and the direction of HR practices, programs and policies.
Play an active role on major HR Transformations, ensuring long-term visioning and organizational strategic alignment are incorporated into program planning.
Establish an accountability framework and clear metrics to gauge success and progress of the strategic plan over the next five years, ensuring alignment with organizational objectives.
Develop and revise HR strategic plans and procedures in alignment with Metrolinx values, goals and legislative requirements, while ensuring the workforce organizational values and interests are balanced.
Applies political acuity to identify and address potentially contentious challenges and establish risk mitigation strategies.
Facilitate the dissemination of these ideas to the appropriate Center of Excellence teams to ensure alignment and to allow for scoping and development.
Works in very close collaboration with all areas of HR division to revise and develop integrated HR strategies.
Provides subject matter expertise and consultation to senior management and officials on a range of issues.
Facilitates dialogue and discussion across varying seniority levels within the business to assist with prioritizing between competing objectives (i.e. run meetings, focus groups, joint sessions, interviews, workshops)
What Skills and Qualifications Do I Need?
Completion of a degree in Public Administration, Strategic Management, Public Policy, Planning, Business Administration, Communications or a related discipline or a combination of education, training and experience deemed equivalent.
Demonstrated progressive experience in Strategic planning, change management, transformation, corporate coordination, or executive-level support – preferably within the public sector.
Expert level knowledge of strategic planning, transformation, change management, business planning and public administration theory, and methods to lead/oversee planning frameworks, processes and the development of related corporate plans.
Knowledge of contemporary provincial / municipal legislation use planning and government decision making processes to understand the decision-making framework to support the development of Metrolinx program and planning initiatives and projects.
Knowledge of the Metrolinx mandate, objectives, and business programs to lead strategic planning and processes to establish corporate strategic/business plans, and secure project benefits.
Knowledge of the governance and business relationship between Metrolinx and the Ministry of Transportation, to ensure the alignment of Metrolinx plans with broader government objectives.
Project management knowledge and leadership skills to lead major multi-disciplinary program and planning initiatives and projects, and lead project team members.
Relationship management and partnership building skills and experience to act as a key contact and lead engagement initiatives with multiple and diverse stakeholders and foster consultative working relationships that support strategic plan development and execution.
Planning, research, analysis, and problem solving skills and political acuity to advise senior officials on politically sensitive or contentious issues.
Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, Labour Relations Act, Ontario Human Rights Code, etc.) and Public Service of Ontario Act.
Experience identifying client needs, and initiating, coordinating, and implementing solutions in response to client issues.
Ability to influence with strong interpersonal and conflict resolution skills focusing on business priorities
Active listening skills in order to understand the full extent of issues, concentration to analyze issues, and resolve issues
Agile and demonstrated flexibility to multitask and deal with interruptions for urgent requests for information
Proficiency in computer applications, including MS Office (e.g. Outlook, Word, Excel, PowerPoint)
Analytical and problem solving skills to analyze problems, detect root causes, identify solutions, and resolve issues
