About the role This role is accountable for delivering technical expertise and contribute to the development and maintenance of data management practices. The mandate includes designing and implementing business processes, systems, methods and procedures that ensure accurate reconciliation, strong controls, and high standard of quality and integrity for employer and plan member information. In addition, this position is responsible for building and maintaining reporting solutions using business intelligence tools, enabling actionable insights and informed decision-making across the organization. What you’ll do Provides expertise on business intelligence and data management standards, business process operating methods, and work procedures. Examples of key tasks include: Build, prepare statistical reports and/or presentations on results/findings/recommendations related to business process reviews and on going data management functions identifying and documenting trends in data problems and passing on information and suggestions regarding improved data handling and control to the manager Provide support to product owners by generating and presenting data in a form to assist with business decisions (trends, projections, volumes, etc) Familiar with working with datasets and will be extracting, transforming, organizing, and translating raw data into actionable insight, data workflow, and work-inventory management for the department to maintain service levels, productivity, and standards Analyses and establishes internal work processes, procedures and controls related to the entire cycle of data interface processing and reconciliation Follows up with OPTrust staff and employers to resolve data processing and reconciliation problems including source file issues, membership and contribution split reconciliations, problem solving of aborted updates of pension database, and recovery implementation Represents OPTrust in discussions with employers regarding OPTrust data control and integrity requirements Follows up and assists employers in reviewing work processes and procedures related to member data Detecting and implementing solutions to complex data integrity issues with employers and OPTrust business areas Designs and delivers presentations education and training to employer representatives or OPTrust staff regarding data management process is systems and procedures Develop and support initiatives in achieving departmentally benchmarks and goals Work with individual smaller employers/payroll providers to improve their extract programs to meet OPTrust’s requirements Develop structure testing of data received to improve business processes Develop audit programs to validate the data received from employers Lead the batch data remediation processes for batch extracts including Annual Pension Statement (APS) Support role in generating remediation information for AVE purposes to reduce remedial process time Annual update and verification of system tables Represents data management group in special project work teams related to design testing and implementation of new system applications as well as annual project deliverables. Examples of key tasks include: Providing business analysis from data management perspective on projects regarding member and employer data related controls and completeness and accuracy of such data; projects will cover such areas as data purification, the production of accurate annual pension statements to members, the extraction of actuarial data, and the maintenance of pension records and benefits for members on long term disability. Analyzing data management user requirements related to new application development. Participating in system design walkthroughs and evaluations Developing user acceptance test plans including test strategy, test criteria, and test data identification resource and time estimates; Implementing and controlling user acceptance test projects, identifying issues with IT as needed Controlling code table administration for pension database and security requests for special project users; Designing and delivering training and support to users of pension database and coordinating database communication updates What you bring Advanced knowledge of pension plan administration and of related legislation/Plan provisions including the OPSEU Pension Plan text, the Pension Benefits Act, the Family Law Act, and federal statutes such as CPP, EI, and the Income Tax Act Applied knowledge of business and administrative processes and systems in the financial services sector Familiar with extracting, transforming, loading (ETL) methods for large datasets, integrating to source data to produce actionable insights. Knowledge of electronic data processing and financial system controls and methods to establish operating procedures that ensure control and integrity of data management processes Knowledge of database systems operations and use, spreadsheet applications, and database inquiry languages and products to resolve complex data problems, redesign work processes/procedures and provide technical assistance/guidance to junior staff Experience using MS Office Suite (Excel, PowerPoint, PowerBI) Post-Secondary Degree or Diploma Experience with database systems operations Experience building dashboard using Microsoft Power BI or Tableau Familiar with SQL and writing scripts to extract data Experience with RPA or other automation development is highly preferred Strong research and analytical skills to identify and resolve complex membership data problems and improve operating/control procedures and efficiency, and make related recommendations.
