Lot grading is an essential element of development that supports efficient drainage in the city. The Lot Grading Supervisor supervises a team of Lot Grading Inspectors and Plan Reviewers to deliver a highly complex and advanced technical surface drainage service. This service includes plan approval, site inspections, and investigation of complaints about drainage to ensure the provisions of Drainage Bylaw 18093 are met. This key position manages lot grading approvals for a variety of surface drainage enhancements occurring across the City, and oversees compliance and enforcement decision making with considerations of unit policy, bylaw interpretation, provincial legislation, and political and social circumstances. The Lot Grading Supervisor will support a high performing service delivery team within a multi-functional environment. This position will be responsible for effective day to day operations and collaboration with Drainage Planning and Engineering, and EPCOR.
What will you do?
Lead the full recruitment cycle and establish/steward the Employee Performance program, including Performance Plans and Evaluations for all subordinate staff.
Conduct one-on-one staff meetings to provide direction, develop rapport, facilitate discussion, and offer recognition; monitor performance and attendance, and work with management on formal discipline when required.
Review and modify subordinate staff's work products and actions to ensure consistency, quality, and adherence to the Lot Grading unit's policies and procedures.
Support the Program Manager in developing and implementing lot grading policies, guidelines, and program improvement initiatives.
Lead the work unit’s OH&S program and facilitate team building and cultural commitment activities.
Support the Lot Grading Plan Reviewer as relief during high volumes and for escalated decisions.
Deliver on complex and sensitive files using advanced judgment, initiative, and creativity to analyze compliance data and consider land use impacts to neighboring properties.
Investigate and respond to escalated complaints and support the team in identifying resolutions.
Support staff at court when required.
Completion of a two (2) year diploma in an appropriate Engineering technology program from a recognized institution of technology
Minimum of eight (8) years progressively responsible experience in a combination of civil
engineering, development, construction, surveying, inspections, or compliance roles, including supervisory roles
Membership or eligibility to be recognized as a Certified Engineering Technologist (C.E.T.) with ASET
Skills required for success:
Thorough and demonstrated knowledge of Civil Engineering principles, surveying, grading, slopes, lot grading guidelines, the Drainage Bylaw 18093, and the City’s 4e approach to compliance
Extensive knowledge of engineering terminology and techniques
Ability to instruct, supervise, performance manage, and evaluate the work of subordinate staff
Ability to effectively communicate orally and in writing
Demonstrated ability to read and interpret development applications and associated project plans,including but not limited to specifications, diagrams and charts of a considerably complex nature, architectural drawings, building and ground elevations, floor plans, site plans, plot plans, site mechanical plans, survey plans, and real property reports.
Ability to establish and maintain effective work relationships with contractors, developers, civic employees, and others necessitated by work assignments
Ability to apply specialized computer software as necessitated by work assignments
Ability to effectively interpret and apply the concepts, principles and behaviors consistent with leading, motivating and encouraging staff; ensuring compliance with the City's policies and procedures and representing the City of Edmonton in a professional, honest, respectful, and safe manner
Ability to meet and interact effectively with the development industry and members of the public, including the ability to negotiate an alternative course of action and enforce regulations with consistency, impartiality and good judgment
Ability to organize, plan and manage a high volume of work with competing priorities, and generally work independently
Demonstrated ability to use software applications with emphasis on POSSE, ePlan, Gmail, and Google Applications

Attain and maintain qualified Bylaw Enforcement Status.
Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Salary Range: $50.108 - $63.318 (Hourly); $88,277.77 - $111,550.49 (Annually)
