Job Purpose and Summary:
As a member of the Finance leadership team, the Manager and Redevelopment Finance Manager will be responsible for establishing accountability and oversight over complex financial reporting and analysis related to the Trillium HealthWorks projects and the Local Share Plan of the organization. The role will report to the Director Master Plan Finance and will oversee the financial advisor’s team within Master Plan Finance. The role will be responsible for ensuring the accuracy of transactions and completeness of financial analysis and reporting related to the Trillium HealthWorks projects, Post Construction Operating Plans, Local Share Plan, Managed Equipment Services Agreement, and other ancillary projects, agreements and commitments (“Broader Redevelopment Projects”). The role will oversee all aspects of external Ministry reporting requirements and external audit requirements related to the Broader Redevelopment Projects and will collaborate closely with the Manager Financial Accounting to ensure the accuracy and completeness of the overall financial information of the organization, including Trillium Health Partners’ audited financial statements. The Manager, Redevelopment Finance brings a high level of Public Sector Accounting Standards (“PSAS”) knowledge, internal control expertise, operational expertise, and strong leadership skills to an important corporate service and a diverse team.
Key Areas of Focus:
Ensuring processes and procedures are in place for seamless business transactions and reporting processes related to the Broader Redevelopment Projects
Preparation of accurate and complete financial records related to the Broader Redevelopment Projects
Timely analysis and monitoring of all cashflow requirements related to the Broader Redevelopment Projects with proactive attention to any outstanding receivables
Support with project-specific monitoring, audits and external reporting requirements
Support with the preparation of the monthly and annual financial statements of the organization
Support with the analysis, planning and forecasting activities of the organization
Support with the execution of the annual external audit of Trillium Health Partners financial statements
Managing risk, assessing internal controls and identifying initiatives that focus on improving service and streamlining operations
Effective and efficient resource management
Leadership support, direction and training to direct and indirect reports
Specific Accountabilities:
Prepare the monthly and annual financial records related to the Broader Redevelopment Projects and all associated financial commitments, in accordance with PSAS, all applicable external reporting requirements and other relevant standards, including the monthly reconciliation of the supporting financial models and schedules
Support the cashflow planning, forecasting, and reconciliation requirements of the Broader Redevelopment Projects
Support the annual external audit of the organization and acts as a key financial resource responsible for the Broader Redevelopment Project financial records
Support all external reporting requirements related to the projects, including any external audits specific to the Broder Redevelopment Projects financial records
Research complex transactions and advice on accounting and tax treatment, seeking external advice where required
Maintain a strong system of internal controls and regularly assess their effectiveness, including through review of account reconciliations, variance analyses and other risk identification procedures
Ensure compliance with accounting standards and all applicable legislation such as the Excise Tax Act
Support the development of organizational policies and procedures related to financial transactions and reporting
Provide effective, efficient and quality services through management of staff, facilities and resources
Provide leadership to the Master Plan Finance financial advisors including oversight of monthly reporting, payment, and payroll processes.
Develop and implement innovative action plans to achieve required targets
Manage staff development by coaching and mentoring as well as identifying, supporting and facilitating staff continuing educational needs
Develop, plan and implement entrepreneurial and innovative ideas that enhance service delivery, cost effectiveness and support strategic initiatives
Key Qualifications:
Undergraduate degree in Accounting, Business Administration or a related field
Chartered Professional Accounting designation required
3-5 years of financial accounting management or leadership experience in health care environment
Demonstrated leadership potential
Solid understanding and working knowledge of PSAS and regulations/legislation related to areas of functional responsibility
Strong people/project leadership skills and ability to collaborate with various stakeholders, including Senior Leadership, clinical and enabling services leadership, and other external partners such as the Ministry of Health, Infrastructure Ontario and the External Auditor of the organization
Highly effective interpersonal and communication skills combined with critical thinking and customer-focused mindset
Engaged leader that connects and inspires a diverse team of high performers
Strategic conceptual thinker with the ability to integrate “big picture” thinking into operations
Computer skills, including M365 Office, Word, Excel (advanced), Oracle and Meditech
Excellent analytical and organizational skills with attention to detail
