Position Summary:
As a member of the senior leadership team, provide strategic and operational HR leadership within a complex, 24-7 safety-critical and multi site business that is relied upon to power Ontario communities. While the Director provides oversight of both HR and LR, a large focus of this role will centre on Labour Relations. You will provide leadership to a small team focused services and programs that drive retention and make Atura a great place to work. As a forward looking visionary, you will shape the people and culture plan at Atura and design the organization’s HR and LR strategy ensuring alignment with business and growth priorities.
Light to moderate business travel within Ontario.
This position is ideal for an HR leader who has proven track record as a seasoned manager of teams in various functions of Human Resources with a speciality background in labour relations specifically. The unions Atura Power negotiate with include the Power Worker’s Union, Canadian Union of Skilled Workers, and Society of United Professionals.
Leadership:
As a member of the leadership team and reporting to the CEO, provide guidance and counsel on people related matters as it relates to growth, operational and business strategy.
Act as an advisor to the CEO to on HR matters, and develop plans to ensure Atura’s growth and operational goals are supported by a thoughtful forward looking HR strategy.
Lead a small team of HR professionals providing HR Advisory, LR, payroll and training support to the enterprise in a centralized corporate services model, ensuring alignment, engagement and accountability.
Advisory Support:
Lead and advise on the HR aspects of operational changes such as plant upgrades, outage cycles, and workforce restructuring, new site developments and implications from an HR perspective that need to be managed
As a member of the senior leadership team, participate in the CEO’s weekly meetings and offer HR insights and data as required to support leadership decisions
Support the modernization of HR practices and systems (e.g., HRIS, talent management platforms) to improve efficiency and data-driven decision-making.
Represent the organization at labour boards, regulatory hearings, and industry forums as required.
Support the broader team in concluding and making recommendations on any investigations or issues pertaining to Atura Power’s Business Code of Ethics.
Labour Relations:
In collaboration with management bargaining teams and HR, ensure Atura Power has a documented and repeatable collective bargaining preparation and implementation process ensuring alignment to public sector and board mandate directives
Foster relationships with the Parent Company, Ministry of Energy and Treasury Board to ensure alignment and partnerships for mandate approvals
Help to prepare submissions for mandate approval and review for the Ministry of Energy and Treasury Board Secretariate
Draft bargaining proposals for negotiations and be the lead negotiator at the bargaining table.
Review costing scenarios during collective bargaining negotiations ensuring agreements/settlements are fully costed, captured, and allocated with the support of Finance
Build and maintain collaborative relationships with union representatives to resolve disputes, support continuous operations, and mitigate risk.
Oversee dispute resolution process such as grievance and arbitration processes, ensuring fair and timely resolution in compliance with collective agreements and internal policies.
Compensation:
Lead the design, maintenance and administration of compensation programs (pay structure design, annual merit pay program, incentive programs, and pay equity).
Facilitate the administration of annual incentive plans for management and ensure communications link employee efforts to tangible results
Lead any process to update or revise existing compensation programs based on best practices and industry trends.
Participate in benchmark salary surveys and support the leadership team to understand how compensation programs align with company strategy and direction.
Manage disability program and cost initiatives in collaboration with external provider to ensure reduced claim costs by identifying and analyzing costs, implementing action plans to reduce costs, and supporting proactive return to work plans.
Benefits Administration:
Manage the administration and cost effectiveness of all pension and benefit plans. Work with external providers to ensure that the monthly costs meet annual stated budget. Support the contract review process and fee renewal with external pension and benefit plan provider(s) and provide recommendations to streamline process.
Review plan texts, benefit booklets and amendments for accuracy to ensure that plan documentation reflects all legislative changes as well as all collective bargaining changes. Develop ways to communicate and clarify the total rewards employees have to optimize existing offerings
Investigate new products and services that would support employee retention or assist in reducing costs
Learning & Development:
Oversee the L&D Learning Management On-line system to ensure all training both legislated and required by Atura for development is completed in a timely and effective manner
Consider the best learning options for employee groups based on needs assessments and leveraging technology where possible.
Workforce & Talent Management:
Partner with leadership teams to support workforce planning, succession planning and talent reviews to ensure Atura has the right people, in the right place at the right time. This includes managing senior level recruitment as required.
Support change management initiatives associated with company priorities around digitalization, fleet improvement plans and other business priorities tied to growth.
Support the overall strategy and approach to recruitment, retention and managing the employee life cycle.
Qualifications:
Bachelor’s degree in Human Resources, Industrial Relations, Business, or related field (Master’s preferred).
CHRL/CHRP designation is an asset.
8–10+ years of progressive HR experience with a focus on labour relations in a unionized, industrial, or energy sector environment.
Operational knowledge of generation site workforces and environments (e.g., gas plants, or renewables) is considered a strong asset.
Strong knowledge of Canadian employment and labour law; familiarity with energy-sector union dynamics is preferred.
Exceptional interpersonal and influencing skills; able to work collaboratively with operations leaders, legal, safety, and regulatory teams.
